Description
The Defense Intelligence Operations Coordination Center (DIOCC) located at the Defense Intelligence Analysis Center (DIAC) Bolling AFB, Washington DC is seeking sources to support the development of an extensive program outlining and implementing the DIOCC role in cyberspace. The role will support combatant commands and defense policy-makers. THIS SOURCES SOUGHT DOES NOT CONSTITUTE AN INVITATION FOR BID, REQUEST FOR PROPOSAL NOR A REQUEST FOR QUOTATION, AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE AN ORDER/CONTRACT OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The primary goal for this service support is the development of a full-spectrum approach that will integrate and synchronize national level intelligence support to Department of Defense efforts in cyberspace. Activities would include researching, coordinating, staffing, briefing, and facilitating the program described above. The contractor will provide resources who are familiar with national agency program generation who can coordinate proposed program elements with multiple agencies throughout DOD, the intelligence community, with government entities and non-government organizations using Office of the Secretary of Defense (OSD), Joint Chief of Staff (JCS) and Congressional and Administration guidance. Service support would include setting milestones, conducting meetings, preparing base documents, editing inputs and staffing the National Intelligence Support Plans (NISP) with COCOMs, CSAs, Services, Field Operating Agencies (FOAs), Office of the Director of National Intelligence (ODNI), Joint Staff, and OSD. Services require Global travel to survey COCOM intelligence, surveillance reconnaissance (ISR) staffs as well as travel to local Washington DC area locations. The Government anticipates releasing a single solicitation from which multiple contracts may be awarded. Requirements in the solicitation will be divided on a functional basis. The Government may award as few as one (1) or as many as five (5) contracts and anticipates that portions of this requirement will be subject to Full and Open Competition, and small business and 8(a) competitions only. The Government anticipates that this effort shall be awarded on a predominantly Firm Fixed Price (FFP) basis. The Government will make final decisions on the set-asides based on market research and responses from this Request for Information (RFI), as well as other procurement and program related criteria. Interested parties are requested to provide information on their ability to satisfy any or all of the requirements outlined above. Information should be provided by electronic mail to B. At a minimum, responses should include company name, size of business, point of contact (including telephone number, facsimile number and e-mail address), and a list of contracts within the past five (5) years under which the interested party has performed the same or similar work. The deadline for submission of information is 29 January 2009 at 2:30 p.m. Eastern Standard Time (EST). This information is being requested for purposes of market research.
