Description
Through the Focused Long Term Challenge (FLTC) process AFRL has established high level goals for future space access systems. These goals relate to cost, reliability, availability, and responsiveness. The AFRL has identified mid-term (15 years out) goals of 24 hour turn around, 10X lower ops cost, 0.999 vehicle reliability, 95% all weather reliability, 500 sortie airframe, 250 sortie propulsion and systems and far term (25 years out) goals of 4 hour turn around, 100X lower ops cost, 0.9998 vehicle reliability, 98% all weather reliability, 1000 sortie airframe, 500 sortie propulsion and systems. This BAA is targeting technologies that help advance toward the mid and far-term goals listed above. Specifically, this BAA seeks to develop and mature ceramic matrix composite (CMC) thermal protection systems (TPS) for future reusable space access vehicles. The high level goals described above have implications for a CMC TPS. The CMC materials must be durable. They must be resistant to environmental degradation, oxidation and impact damage. They must be waterproof (i.e. to enable rapid vehicle turn-around, elimination of TPS re-waterproofing is crucial). This solicitation will consider the full range of ceramic matrix composites including SiC/SiC, C/SiC, oxide/oxide and others. The offeror should propose a material system(s) and present arguments to support their proposed material system(s. This is a materials development and maturation effort. This solicitation is not targeting a specific vehicle or a specific flight profile. Ideally the CMC TPS will be broadly applicable to a range of vehicles. TPS that is potentially applicable to both stages of a two stage reusable launch vehicle is desirable.
