(1) The Air Force Research Laboratory (AFRL) Space Vehicles Directorate (RV) at Kirtland AFB NM, releases the BAA-RV-09-01 for the Plug-and-Pay (PnP) Spacecraft Technologies (TacSat-5). Reference Solicitation # BAA-RV-09-01 originally posted 16 Dec 08, same subject. This Amendment # 1 to this BAA contains the Solicitation with an Overview & Full Text solicitation with nine (9) attachments. Proposals are due to AFRLRVKI on 17 Feb 09 at 12:00 p.m. Mountain Time, with an anticipated award in late April 2009. BROAD AGENCY ANNOUNCEMENT BAA-RV-09-01 ANNOUNCEMENT OVERVIEW NAICS CODE: 541712 FEDERAL AGENCY NAME: Air Force Research Laboratory Space Vehicles Directorate (AFRL/RV) BROAD AGENCY ANNOUNCEMENT TITLE: Plug-and-Play (PnP) Spacecraft Technologies BROAD AGENCY ANNOUNCEMENT TYPE: Initial announcement (One Step) BROAD AGENCY ANNOUNCEMENT NUMBER: BAA-RV-09-01 PROPOSAL DUE DATE AND TIME: Proposals for all areas will be due by 12:00 p.m., Mountain Time, 17 Feb 2009 delivered to 2251 Maxwell Ave SE, Kirtland AFB NM 87117-5773. Proposals received after this due date and time shall be governed by the provisions of FAR 52.215-1(c) (3). It should be noted that this installation observes strict security procedures to enter the facility. These security procedures are NOT considered an interruption of normal Government processes, and proposals received after the above stated date and time as a result of security delays will be considered "late". Furthermore, note that if offerors utilize commercial carriers in the delivery of proposals, they may not honor time-of-day delivery guarantees on military installations. Early proposal submission is encouraged. BRIEF PROGRAM SUMMARY: The Air Force Research Laboratory Space Vehicles Directorate (AFRL/RV) is soliciting proposals under this BAA for the performance of research, development, and design, to support the development of plug-and-play technology for spacecraft systems including busses, components, payloads and flight and ground software. AFRL intends for this solicitation to be used as a means to develop plug-and-play (PnP) technology for space systems. It is anticipated that multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts with a shared ceiling will be awarded with period of performance of 60 months. One subsequent task order is anticipated to include the development of a PnP Spacecraft Bus (TacSat-5). ESTIMATED PROGRAM COST: Funding has been identified up to $200M from FY09 to FY14. Task Orders will be issued for Five Years (5) from award of the contract. GENERAL INFORMATION: This acquisition is unrestricted. This BAA is issued under the provisions of Federal Acquisition Regulation paragraph 6.102(d)(2) that provides for the competitive selection of research proposals. Proposals submitted in response to this BAA that are selected for award are considered to be the results of full and open competition and in full compliance with the provisions of PL 98-369, the Competition In Contracting Act of 1984. There will be no other announcement issued for this requirement. TYPE OF CONTRACTS/INSTRUMENTS: The Air Force reserves the right to award the instrument best suited to the nature of research proposed. Accordingly, the Government may award any appropriate contract type under the Federal Acquisition Regulation or Other Transaction (OT) for Prototype/ Research. It is anticipated that awards under this BAA will generally be IDIQ contracts with the initial task order being a FFP Level of Effort (FFP LOE) and the subsequent task orders being Cost Plus Fixed Fee or other contract type(s) required to fulfill a need to support the program, which require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract. ON-LINE REPRESENTATIONS AND CERTIFICATIONS: Potential offerors are notified that effective 01 Jan 2005 to be eligible for an award, they must submit annual Electronic Representations and Certifications, otherwise known as On-line Representations and Certifications Application (ORCA) via the Business Partner Network (BPN) at http://www.bpn.gov/orca. These FAR level representations and certifications are required in addition to the representations and certifications specific to this acquisition. Before submitting the Electronic Representations and Certifications, contractors must be registered in the Central Contractor Registration (CCR) Database. On-line registration instructions can be accessed from the DISA CCR home page at http://www.ccr.gov. ANTICIPATED NUMBER OF AWARDS: The Air Force anticipates awarding a minimum of one contract. However, the Air Force does reserve the right to make multiple awards or no awards pursuant to this BAA.
