Description
EPA Region III is planning to award an Indefinite Delivery/Indefinite Quantity contract for First Responder Training. The 1990 enactment of 29 CFR 1920.120 (HAZWOPER) created a need for training employees who had the potential of exposure to hazardous materials. Specifically, section q of this standard applies to emergency responders who may respond to incidents involving hazardous materials. EPA Region III began providing training to emergency responders, particularly volunteers, to help meet this need. The purpose of the contract is to provide instructor training, logisitcs, and technical support to EPA in the instruction of EPA First Responder Hazardous Materials Training. The EPA First Responder Technician Training Courses are not off-the-shelf, pre-packaged courses. Each course is modified to meet the specific needs of the audience. The contractor will be required to be involved in the preparation of the courses as well as the instruction. logistics and administration. The list of the courses for this contract is as follows: Firefighter Operations Level Core Competencies, Firefighter Operations Level Mission-Specific Personal Protective Equipment, Firefighter Operations Level Mission-Specific Technical Decontamination, Firefighter Operations Level Mission-Specific Mass Decontamination, Firefighter Operations Level Mission-Specific Air Monitoring and Sampling, Firefighter Operations Level Mission-Specific Victim Rescue and Removal, Firefighter Operations Level Mission-Specific Evidence Preservation ans Sampling, Firefighting Operations Level Mission-Specific Illicit Laboratories Incident Response, and Hazardous Materials Technician Level Training. The courses are intended to meet the requirements of 29 CFR 1910.120(q) and the National Fire Protection Association (NFPA) Standard 472. In addition to the preparation, instruction, logistics, and administration of the courses, the contractor will also be required to revise and update the courses. The updates and revisions are to keep current with changing regulations and incidents and to provide responders with the best possible training. The period of performance will be one year with two-one year options. RFP Number is PR-R3-09-10007, issue date on or about February 18, 2009. The proposed contract will include a minimum of $10,000 and a maximum to be negotiated. The North American Industry Classification System (NAICS) code is 541620, Environmental Consulting Services, size standard - $7M. This solicitation is set-aside for Small Businesses.
