Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on a noncompetitive basis to the University of Texas Southwestern Medical Center at Dallas, 5323 Harry Hines Boulevard, Dallas, Texas for support services and deliverables through the performance of processing and shipping plasma and blood samples to the NINDS in Bethesda, Maryland, for a research study in collaboration with the NINDS. The patient population to be studied represents multiple sclerosis patients that are screened by an independent facility. The services will be completed on an individual basis with many serial visits per patient requiring collection and processing. The samples will be incorporated into a current NINDS study of JC virus that will utilize susceptibility of the virus and plasma for viral expression studies. The patient population currently exists at the University of Texas Southwestern Medical Center at Dallas under protocol. In addition, the patients are scheduled to come at regular intervals. Period of performance is 12 months. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NOI871552 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, Bldg 31, Room 1B59, Bethesda, MD 20892-2080, and Attention: Susan A. Nsangou, Contracting Officer.
