- The U.S. Air Force Space and Missile Systems Center (SMC) MILSATCOM System Wing MCSW intends to release a solicitation to acquire additional satellites and ground stations for the Wideband Global SATCOM (WGS) program. Contracted effort shall provide production of up to six clone WGS satellites and associated ground equipment as well as satellite engineering in support of satellite health, safety, system, and mission operations. The Contractor must be able to integrate, test and deliver WGS satellites having communications capabilities that are equivalent to existing WGS satellite capabilities. Satellites must be fully backward compatible with existing ground infrastructure, including fielded and planned X-band and Ka-band terminals, Army Wideband SATCOM Operations Center (WSOC) systems for payload control, and Air Force Command and Control Segment Consolidated (CCS-C) for platform control. The Contractor must provide mission control system support, technical support to include on-site problem resolution and engineering input to technical order changes. The Contractor must be able to maintain satellite analysis software, on-orbit spacecraft software, spacecraft simulator hardware and software, and technical analyst workstation hardware and software. In addition, they must have the ability to conduct anomaly analysis and checkout based on telemetry data, WGS design and test histories. On-site locations include but are not limited to Schriever AFB, CO, Peterson AFB, CO, Cape Canaveral AFB, FL and all mobile deployed locations. Launch of the first satellite is required to be within 5 years of the initial authorization to procure long lead material. Interested parties must submit an unclassified Statement of Capability (SOC) within 15 days of this announcement demonstrating knowledge of WGS satellites and ground systems including hardware design, test procedures, individual spacecraft configurations and orbital procedures. The SOC shall not exceed 10 one sided 8X11 pages in length. Response must be submitted by e-mail in MS Word 2000 or higher or pdf format. The period of performance is for 11 years and will begin in FY10 lasting through FY21. This is a follow-on effort to the existing WGS development, procurement and support contracts currently performed by Boeing Satellite Systems, El Segundo, CA. This notice does not constitute an RFP. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any cost associated with the submission of a SOC. Submit all responses to synopsis to: MCSW/PK, Attn: LaKisha Porter, 483 N. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
