Description
The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), National Weather Service (NWS) intends to solicit for purchase of 3 each, Meter, Radiation Hazard, Herley Farmingdale (General Microwave Corporation), Model Raham 3, with 481B Power Density Meter, Probe, and Carrying Case. NSN: 6625-01-095-3788; ASN: R400-SE46-1. This item is being purchased for the National Weather Service (NWS)/NEXRAD program, to be delivered to the National Logistics Support Center, Kansas City, MO. This item is used to maintain the NOAA Weather Radio transmitters. In order to gain the most benefit from the shared resources of the NWS, like support equipment must be used at all sites. Such commonality reduces procurement, calibration, training, documentation, sparing and repair costs for the following reasons: 1) A minimum of 30 of the above items have already been purchased and issued to NWS Southern Region Weather Forecast Office. The three (3) units will be used as depot spares to support the existing forecast office sites; 2) Equipment specified will be described in the published NOAA weather radio procedures. Alteration of those procedures to accommodate equipment substitutions would be costly and manpower intensive in that the manual would have to be rewritten with additional test procedures and redistributed to the 30 affected NWS forecast offices; and 3) Non-standardized equipment is more expensive to support in the NWS Consolidated Logistics Supply (CLS) system due to the costs to catalog, stock, maintain, and supply multiple items of the same type. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate with only one known source under the authority of FAR 6.302. However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to General Microwave Corporation, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified meter or a meter that provides the same fit, form and function as that specified. Any responses that provide for a part other than that specified must be accompanied by descriptive literature and certified test results that show it meets the same form, fit and function of the item described above. Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item.
