Description
The Marine Corps Systems Command is conducting market research to identify potential sources and best practice information regarding the availability, design, and development of extreme cold weather soft shelters (tents) for possible use in support of Marine Corps Arctic Operations. Currently, the Marine Corps employ the 10 Man Arctic tent, based on a 1949-1950 design, and fabricated per MIL-DTL-12354G. The new shelter will be primarily used for base camps in extreme cold weather conditions. The Marine Corps' most desirable attributes for a new shelter are: a) Materials meet the flame spread ASTM-D6413-08 or CPAI-84 or equivalent; b) Operate in a minimum of -35 degrees F; preferred -70 degrees F; c) Withstand high winds, preferable 70 mph; d) Increase in floor space from the above noted legacy (199 sq. ft) 10 man tent to a 15 man tent; e) Reduction in weight and packed cube from the above noted legacy system (76 lbs., 7.3 cu. ft. respectfully); and f) Interior "wate! r vapor permeable" liner. Other desirable features include: a) Waterproof exterior fabric preventing exterior canopy from water soaking and freezing; b) Compatible with the current Space Heater Arctic (NSN: 4520-01-444-2375); c) Removable optional fabric floor; d) Reversible fly/exterior cover (white and woodland green); e) Windows for light (screens on windows for four season use); f) Meet blackout requirements; g) Two hatches that can interconnect tent to tent; h) Mildew and fungal resistant; i) All poles (if required) identical; and j) Supplied with a field expedient repair kit. Vendors who believe they have a product capable of meeting these requirements are requested to provide two copies of the following: product literature, brochures, test data (if available), price lists, warranty coverage, business size, capability, past performance, and any other relevant information. Any and all information submitted will not be returned. Quantity and funding availability are unknown at this time. The Berry Amendment will apply to any contractual instruments that may result regarding these responses. Electronic submissions are preferred. Interested sources should send all responses and capability statements via email to andrew.fonda@usmc.mil. Hard copy submissions may be sent to: Marine Corps Systems Command, 2201 Willis St., Quantico, Va. 22134-6050 Attn: Andrew Fonda. Responses are due no later than 01/22/2009.
