- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to negotiate on a non-competitive basis with Spectro, Inc., of Littleton, MA, for the procurement of upgrades to Spectroil M/N spectrometers. Spectroil M/N spectrometers are used for analyzing wear metals in oil samples from both aircraft and shipboard engine and lubrication systems. The Navy has 63 outdated DOS or Microsoft WindowsTM versions of these spectrometers that need to be upgraded to one basic version. This upgrade will include the following as a minimum: replacement hardware and software of computer control system and operator interface that will operate from Microsoft Window XP ProTM operating system or better; installation of front panel accessible CD-RW drive (or better) and two USB ports; replacement of all old hard drives and outdated versions optical system profile cable and associated arm/linkage; and logistics which includes updating manual, support documentation on repair, spare and removable parts and assemblies and training. Upgrade will not include upgrading to a Combined Solid State Source. Spectrometers will be sent to contractor’s facility for upgrade. Two spectrometers will be initially upgraded for testing by the contractor to ensure upgraded spectrometers are compatible to Navy/Marine environment and to verify no degradation of performance. If the upgrade meets the requirements, contractor shall be capable of upgrading up to 5 units per month. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not have the technical information to permit full and open competition. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be received no later than 26 January 2009 (3:00 p.m. Eastern Time).
