Description
The Contract will require the vendor to provide the services of aircraft, fully operated, suitable for use in connection with the administration of National Forest areas throughout the western United States. The types of service which the aircraft generally would be required to perform, but not restricted to, are as follows: 1. Transportation of personnel, equipment, and supplies from one airfield to another (point to point); 2. Air tactical (air attack); 3. Fire management missions (fire reconnaissance); 4. Aerial surveys in general (resource reconnaissance); and 5. Search and rescue missions (or other special missions). Location and Description A. The aircraft will normally be used at the designated base (McCall, ID), but from time to time may be required to operate from other bases. It will be the responsibility of the Contractor to comply with any and all regulations pertaining to the airport from which the contractor is operating. B. Air fields or other landing areas to be used will range in altitudes up to approximately 8,000 feet above sea level, some of which are not hard-surfaced. In addition, many airfields are short and require special piloting skills. C. The Forest Service has cooperative agreements for fire control and other forestry activities occurring on lands administered by other agencies of the Federal Government, State lands, and privately owned lands. The aircraft covered by this contract may be used for the above activities under the terms and conditions stated herein, when so ordered by the Contracting Officer. D. The aircraft will be required to perform over rough mountainous terrain, typical of National Forest areas. Elevation will vary from 2,000 to 13,000 feet above sea level. The Solicitation will be issued on or about January 26, 2009. Proposals will be due on February 26, 2009. The NAICS Code and Size Standard for this project is; NAICS Code: 481212, and Size Standard: 1500. The start date is anticipated to be June 1, 2009.
