Description
The U.S. Department of Energy (DOE) intends to issue a Request for Proposals (RFP), for technical, managerial and project support services in support of the Energy Information Administration (EIA). The solicitation will be a full and open competition, with a Small Business Partial Set Aside component, in accordance with FAR 52.219-7, NOTICE OF PARTIAL SMALL BUSINESS SET-ASIDE. This RFP is hereafter referred to as the EIA Omnibus Procurement III (EOP III). The scope of the EOP III RFP's Performance Work Statement (PWS) includes: developing, managing, operating, and maintaining comprehensive energy data collection programs and systems; developing, managing, operating, and maintaining domestic and international energy models for forecasting and performing energy-related analyses; disseminating, communicating, and promoting the results of these activities to a wide range of stakeholders. The PWS is comprised of seven highly integrated support services areas: Project Management, Survey Operations, Energy Analysis and Modeling, Data Integration, Product Dissemination and Communication, Automated EIA Information Technology, and Organizational Support. EIA conducts two distinct types of energy surveys: 1) surveys designed to measure end use energy consumption and related activities; and 2) surveys designed to capture data with respect to energy supply sources and related activities. The Survey Operations for EIA's Supply Based Surveys portion of the PWS is set-aside solely for small business interests. All other services areas: Project Management, Survey Operations for EIA's Non-Supply Based Surveys, Energy Analysis and Modeling, Data Integration, Information Technology Support, Product/Services Development, Production and Marketing, and Organizational Support portions will be unrestricted and available to all business types. DOE/EIA intends to award one or more Indefinite Delivery Indefinite Quantity (IDIQ) master contracts. Competitive Task Orders consisting of Fixed Price, Time and Material, Cost Plus Award Fee, and Cost Plus Fixed Fee may be issued against these IDIQ contracts. The estimated annual Direct Productive Labor Hour range between 400,000 to 500,000/year. The primary North American Industry Classification (NAIC) code for this solicitation is 518210. Small business award(s), for the set-aside portion, will be made in accordance with FAR 52.219-7 (b) (4). The contractor(s) for the set-aside portion will be selected from among the small business concerns that submitted responsive offers on the non-set-aside portion. Negotiations will be conducted with the concern(s) that submit the lowest responsive offer on the non-set-aside portion. Offerors that anticipate proposing a Mentor Protege joint venture should have obtained, or be in the process of, obtaining a Small Business Administration (SBA)-approved Mentor Protege Agreement by the time the RFP is released. A pre-proposal conference is anticipated; the time and location will be announced in the RFP. DOE/EIA anticipates that the solicitation will be available at Fedconnect on, or about, March 2, 2009 and proposals will be due on, or about, April 15, 2009. Note: The RFP will be issued via Fedconnect (https://www.fedconnect.net/FedConnect/); registration is required to download the RFP, submit questions, and submit a proposal. THIS IS NOT A FORMAL REQUEST FOR PROPOSALS UNDER FAR PART 15 OR AN INVITATION FOR BIDS UNDER FAR PART 14. IF PARTIES CHOOSE TO RESPOND, ANY COST ASSOCIATED WITH THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT ARE THE SOLE RESPONSIBILITY OF THE RESPONDENT AND WILL NOT BE REIMBURSED BY THE GOVERNMENT
