- The US Postal Service is seeking Architect/Engineer services for projects consisting of site adaptation, verification of design, assembly of drawings, specifications, and proposal documents for CADD based standard plans and working drawings of Postal facilities. The project size for the Small Standard Building Design (SSBD) range between 1,000-8,000 square feet. The project size for the Medium Standard Building Design range between 9,000-50,000 square feet. The estimated total project construction is undetermined. The contract will include development of drawings based on program requirements and the USPS CADD CD “USPS Building Design Standards”. Firms, including consultants, must meet the following requirements: 1) Possess Auto-CADD or a compatible system; and 2) Have at least one architect and engineer registered in the states in the categories your are submitting for. Your cover letter as well as your SF330 should indicate which categories you would like your firm to be considered for. You may apply for more than one category as long as you meet the aforementioned requirements. The categories are: Area I: Northern New England: Maine, New Hampshire, and Vermont Area II: Southern New England: Massachusetts, Rhode Island, and Connecticut, Area III: Upstate New York: (excludes the Westchester counties and the Metropolitan New York City area) The USPS may at its option, include Title II – Construction Administration Services. The contract will be subject to negotiation of individual work orders. In each instance, total fees for services will not exceed $250,000 for each task. The yearly maximum shall not exceed the total contract maximum. The contract will be for one year with four one-year renewal options, which can bring the duration of the contract to five years. The amount of work for the duration of the contract (5 years) shall not exceed $5,000,000. There is no guaranteed minimum. The USPS reserves the right to make multiple awards. Firms which possess the qualifications to perform the services described above are invited to submit a completed SF330, “Architect-Engineer Qualifications”, to the office above no later than Monday, February 23, 2009, 4:00 p.m. EST to: Jeanne C. Warren Secretary, A/E Evaluation Board USPS Northeast Facilities Service Office 6 Griffin Road North Windsor CT 06006-0300 Selection criteria will be conducted with combined use of Standard Form 330, Architect-Engineer Qualifications, Part I: Qualifications for a specific contract and Part II: General qualifications of a firm or a specific branch office of a firm. A separate Part II for each branch office that has a key role on the team, and a separate Part II for each consultant must be provided. Contrary to the general instructions, this office does not maintain a file of Part II due space limitations. In Part I, you must limit the number of projects listed to ten (10) projects only. Only one copy of your qualifications is necessary, which should be bound via GBC, Spiral or stapled. Please do not send them in hard cover notebooks. STANDARD FORM 330 REPLACES SF254 & SF255. (www.gsa.gov and search: SF330) Consideration will be given to interested firms who respond to this advertisement in accordance with the foregoing instructions in the following order of preference: 1) local, residing in one of the states of the category(s) being applied for; 2) all others. Firms will be considered as local only if their office is in the area listed previously or they have a local independently operated branch office, and all of the design, coordination, and management of the project will be accomplished I that office. The awarded contract(s) contains a requirement for firms to provide evidence of current insurance for errors and omissions. Small Minority and Woman-Owned Business Minority Business Enterprise participation is a requirement for this contract. This requirement may be satisfied by MBE participation as the prime firm, as a member of a joint venture or by use of one or more major consulting firms. It is prohibited to pay any fee, commission, and percentage or brokerage fee to any person or firm contingent upon, or resulting from award of a contract.
