- This is a sources sought/market survey notice. It is not a solicitation,Request for Proposal (RFP) or an Invitation for Bid (IFB). Purpose: The US Army, Armament Research, Development, and Engineering Center (ARDEC), Picatinny Arsenal, NJ is conducting preliminary research to identifypotential sources and requesting information from industry and commercialvendors about their research and development efforts in the area of E-Fielddetection experiments of moving objects in free space to determine theirdirection, and developed or patented hardware sensors, software, algorithms,and integration methodology. Specific areas of interest are experiments andconclusions for triboelectric-charged gun-fired bullets and projectilespassing through open-air regions, E-Field data findings, and conclusions as totechnical feasibility. Knowledge and experimentation in the area of humandetection sensitivity using this technology is also of interest. Based uponthe outcome of the information obtained from this notice and the availabilityof funding, the Government contemplates the issuance of a procurement actionfor Government Fiscal Year 2010. Overview: Future modular forces require capability to rapidly assess threatsituations, warn affected personnel, and have sufficiently improved detectioncapability for urban and rough terrain operations. Objective: E-Field sensors that accurately detect a range of threats andprovide early warning for individual soldier systems, tactical vehicularmounted system, outpost/entry control and personnel detection.Information should include but not be limited to the following: resumes ofscientific and technical personnel involved; technical papers and corporatesummary of research projects; summaries of Government contracts or federalagencies; applicable Small Business Independent Research (SBIR) reports;proprietary/patented hardware developed and marketed, or Government systemsfielded, with technical and performance summaries. Additional technical andscientific information supporting your efforts in these areas may besubmitted. No special format is required. Media is restricted to white papersubmissions and/or Compact Disk (CD), with CD preferred. All proprietary andrestricted information provided in response to this synopsis should be clearlymarked as such. Responses shall indicate the size of the business entity;large or small business. Include all pertinent e-mail address(es), mailingaddress(es) and telephone number(s) in the body of the response. Allresponses shall be in the English language. This notice is for information and planning purposes only, and does not constitute a formal Request for Proposal (RFP) nor shall it be construed as a commitment by the U. S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published viaProcNet and FedBizOpps. No contractual award will be made as a result of thisnotice. All information submitted shall be done at no cost or obligation tothe Government. Respondents will not be notified of the results of thissurvey or results of information submitted. Please submit your responses nolater than 1/30/09.
