Solicitation No. W81XWH-09-R-0008 will be issued on or about 02 February 2009 and proposals will be due on or about 03 March 2009 at 4:00 p.m. E.S.T. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download, and print a copy of the solicitation and any resulting amendments ON OR ABOUT 02 February 2009 at the following website: http://www.usamraa.army.mil (click on Products, then Solicitations). The solicitation will also be posted on the Army Single Face to Industry Acquisition Business Website: https://acquisition.army.mil/asfi/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database. CCR registration can be accomplished at the following website: http://www.ccr.gov or by calling 888-227-2423. This procurement is a 100% SMALL BUSINESS SET-ASIDE. The North American Industry Classification System (NAICS) code for this procurement is 541711 with a size standard of 500 employees. Scope of Work: U.S. Army Medical Research and Materiel Command (USAMRMC) has a need for research, technical, scientific, and administrative support for basic and applied medical research in support of its mission and the Army Surgeon Generals responsibility to protect public and service member health from the environmental/occupational effects of military, industrial and training operations and to protect deployed military and civilian personnel from health hazards associated with environmental contamination present in the deployment area. The research goals are aimed at developing new methods and materiel for use in the health risk assessments of Soldiers potentially exposed to environmental contaminants. The primary research areas are biomonitoring, biomarker discovery and exploitation, and alternative test methods for toxicant detection and evaluation, with particular emphasis upon the use of non-mammalian animal models, novel cell and tissue-based systems, and use of both toxicogenomics and proteomics technologies. This RFP is intended to provide the Research Division of the U. S. Army Center for Environmental Health Research (USACEHR), on a task order basis, research, technical, scientific, and administrative support to the USACEHR or other designated federal civilian or DOD agencies. The greater part of this work will be performed on-site at Fort Detrick, Frederick, Maryland. Some work may be anticipated at other Government facilities, including Army installations. Additional work may also be conducted at sites in which USACEHR research is being conducted pursuant to Cooperative Research and Development Agreements (CRDA) and other official agreements. The contractor must also be able to respond rapidly to changing priorities. All offerors must provide a written technical proposal discussing specified technical evaluation factors and a cost proposal. Proposals will be evaluated on a best value basis and any resulting contract will be issued as a cost-plus-fixed-fee award for a period of five years.
