- COMBINES SOURCES SOUGHT/SYNOPSIS 1. This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The United States Army, Mission and Installation Contracting Command (MICC), Contracting Center of Excellence (CCE) intends to procure a post secondary internship support program which will promote experiential training opportunities to foster future employment in DoD. Contractor personnel must be able to meet the criteria for a background investigation and the ability to obtain a Government issued identification badge prior to contract award. The Government anticipates the award of a Firm Fixed Price contract. The anticipated Period of Performance (PoP) will be for a twelve (12) month base with four (4) twelve (12) month option periods. The place of performance will be the Washington D.C. area. 2. Only 8(a) firms only are to submit Capability Statements. Capability Statements received in response to this Sources Sought are not to be construed as a formal proposal, but rather descriptions of existing experience in relation to the areas specified herein. Interested 8(a) firms under NAICS code 611430 with a size standard of $6.5 Million dollars are encouraged to submit Capability Statements. The Capability Statement shall clearly outline experiences in the key support areas listed herein. Areas where a company does not have prior experience should be annotated as such. Capability Statements shall not exceed ten (10) pages and shall be submitted via e-mail to Annette D. Gray, CACI Contractor, Contract Specialist at grayad2@conus.army.mil. 3. 8(a) firms are to outline their experiences as it relates to the following tasks: a. The Contractor shall provide the daily management functions of monitoring the placement of students. b. The Contractor shall provide technical and administrative services in support of daily programs, including review, analysis, monitoring and tracking all facets of the Pilot DoD Centralized Intern Program, recommend improvements to program management processes, arrange affordable and safe housing that is accessible to public transportation and the intern's worksite, arrange and provide travel for the intern between their place of residence and the National Capital Region (NCR) and cover airport transfer costs within the provisions of the contract. c. The Contractor shall provide personnel administrative services to include: maintaining a computer database, processing all federal and state tax forms,deducting all appropriate taxes, providing worker compensation insurance, short-term accident insurance, and medical insurance per the provisions of the contract, conduct site visits and maintain communication with interns and supervisors, conduct mid-point and end-of-the-program performance evaluations and pocessing payroll and issuing stipend checks biweekly. For the duration of the program, the intern will be employees of the contractor, and will not count against the Agencys FTEs. d. The contractor shall perform statistical and performance analysis of data related to the Pilot intern program. e. The Contractor will promote public awareness of DoD employment programs and opportunities; promote DoD as an employer of choice to diverse communities; disseminate information to diverse advocacy groups; and engage in recruitment campaigns related to the Pilot Program. 4. In addition to the above, Capability Statement packages shall provide the following information regarding: a. Financial Capability - Does your firm have the financial capability to withstand a negative cash flow of $125,000.00 per month? b. Past Performance - Does your firm have the relevant past performance within the last three years (Include contract vehicle numbers, contract type, dollar value of each contract vehicle, point of contacts, skill set of personnel, and brief description of the services performed)? c. Corporate Experience - Does your firm have the work experience similar in nature, scope, complexity, and difficulty? 5. Capability Statements shall be submitted to Annette D. Gray, CACI, Contractor Contract Specialist via e-mail at grayad2@conus.army.mil. no later than 30 January 2009, 10:00 A.M. EST. No hard copies will be accepted or phone calls.
