- Sources Sought Notice N00178-09-Q-1900 has been revised and updated, as follows: This synopsis/solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO in unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The purpose of Modification 0002 to Sources Sought Notice N00178-09-Q-1900 is to provide answers to the following questions received in response to the Sources Sought Notice: CLARIFICATION:Am I to understand that "ALL" munitions requested in the solicitation must be 40mm and "shoulder fired from an existing 40mm launcher in the US inventory"? ANSWER:The munition must either be a 40mm shoulder fired from an existing 40mm launcher in the US inventory or another type of self contained launcher/deployment system that can be shoulder fired. CLARIFICATION:And Further, that any other "self contained launcher/deployment system" must fire 40mm munitions" from the shoulder of an Operator/Marine/Soldier? ANSWERThe self contained launcher/deployment system does not need to be a 40mm but must be shoulder fired QUESTION:Can the "self Contained Launcher/deployment system" be mounted on a fixed mount on a vehicle, can it be mounted on a fixed mount at a static position and/or can it be mounted on a mount on a vessel? ANSWER:The self contained launcher/deployment system or the 40mm system can not be mounted on a vehicle, nor on a fixed mount, nor on a mount on a vessel. QUESTION:Is this effort in any way connected to the USMC Mission Payload Module (MPM) program? ANSWER:Both MPM and NL-ER-WM are under the same program office. QUESTION:How firm is the requirement that the solution be 40mm? Would a larger, but more capable 66mm system, be considered responsive to the customers needs? ANSWER:Proposed solutions should be shoulder fired from a 40mm system in the current US inventory or shoulder fired from a self contained launcher/deployment system. QUESTION:Who is the customer? ANSWER:JNLWD-Joint Non Lethal Weapons Directorate QUESTION:What is the operational environment (land, sea, dismounted infantry, special operations, etc) of the user. ANSWER:Users of the system will be water and land forces These expressions of interest shall adhere to a five (5) page submission limit, plus any commercial marketing information, brochures, or weblinks. All information should be submitted to Attention Code CXS116; email address is Kelley.Fitzsimmons@navy.mil, reference number N00178-09-Q-1900. The submission date for capability statements is on or before 15 January 2009.
