- USDA Forest Service, Cherokee National Forest has a requirement to furnish, transport, and tailgate spread or stockpile crushed aggregate on Beaverdam Bald Road #24 on the Tellico Ranger District in Monroe County, Tennessee. PROJECT TITLE: Furnish, Spread or Stockpile Aggregate, Beaverdam Bald Road. This solicitation, identified as AG-4756-S-09-0005, is issued as a Request for Quotation using simplified acquisition procedures. Issue date of this synopsis/solicitation is January 9, 2009. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. SET-ASIDE: This solicitation is a Total Small Business Set-Aside. The applicable NAICS code is 484220; the applicable small business size standard is $23.5 million dollars average annual receipts for the preceding three fiscal years. DESCRIPTION OF REQUIREMENT: Contractor shall furnish, deliver, and tailgate spread or stockpile crushed aggregate on Beaverdam Bald Road #24 in Monroe County, Tennessee. Aggregate provided shall be one or any of the following TDOT gradations: crusher run, grade 57, grade 4, or surge riprap. COR will indicate to the contractor the quantity and gradation needed on a daily basis during the contract period. The quantity of each gradation is unknown. Existing aggregate road surface will require no grading prior to placement of aggregate. LOCATION: To reach Beaverdam Bald Road: from Tellico Plains, TN at the intersection of TN 68 and TN 165, travel approximately 5 miles on TN 165. Turn right on Forest Service Road #210, Tellico River Road. Travel approximately 17 miles on #210 to Beaverdam Bald Road #24 on right, approximately 1 mile from the North Carolina line. Project ends approximately 6 miles from intersection with Road #210. DELIVERY: Delivery shall be determined by the COR at the time of issuance of the Notice to Proceed and will be dependent on weather and coordination with other Forest Service contracts. Placement shall be as directed by Forest Service on-site representative. Delivery shall be made Monday through Friday between 8:00 a.m. and 5:00 p.m. unless prior arrangements have been agreed upon. There will probably be days or series of days when delivery is not needed during the contract period. Aggregate shall be spread or stockpiled as directed by COR at time of delivery. The period of this contract shall be 60 days from date of issuance of Notice to Proceed. Desired date for work to begin is March 15, 2009. EQUIPMENT: Trucks used for hauling shall have a clean, tight bed and a minimum payload capacity of 20 tons. The number of trucks required per day will vary from one to three. INSPECTION: Inspection of facilities and equipment shall be allowed during all segments of the total process. Acceptance of the in-place aggregate shall be contingent upon approval by the Forest Service. Materials and in-place product shall comply with TDOT specifications. Certified weight tickets for the aggregate delivered and placed as directed will be the basis for payment.. SUBMIT OFFERS: On company letterhead or form, no later than close of business January 27, 2009, by regular or express mail to: Contracting Office, Cherokee National Forest, 2800 North Ocoee Street, Cleveland TN 37312. Proposals may be emailed to: nbarrow@fs.fed.us. Proposals will be evaluated on price and past performance. A fixed unit price contract will be awarded from this solicitation. SPECIAL NOTE: Successful contractor must be registered in the Central Contractor Registration Database (www.ccr;gov) and in Online Representations and Certifications (http://orca.bpn.gov) prior to award of contract. Vendors must submit a DUNS number and taxpayer identification number with their quotation. Registrations in CCR and ORCA are not required for submission of proposal.
