Description
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a Combined Synopsis/Solicitation for Commercial Services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13.5 as a supplemental with additional information included in this notice. The solicitation number for this acquisition is CC-153204 and is being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-29. The National Institutes of Health, OAMP-OCCC requires support services for a Coordinator for the Clinical Center's TV programs. The National Institutes of Health Clinical Center intends to sole source with Michelle Robinson Lyons, 12616 Granite Rock Road, Clarksburg, MD 20871 for the Coordinator for the Cliinical Center's TV Programs under the authority of FAR 6.302. The associated North American Industry Classification System (NAICS) code is 541990. The contractor shall be responsible for the content for the Clinical Center's television program. The contractor will also review and edit various documents and manuscripts as assigned. Introduction The NIH Clinical Center is the clinical research hospital for the National Institutes of Health. Work conducted here focuses on improving the health of the nation through clinical research. There are about 2000 CC employees and another 3,000 Institute employees conducting and supporting CC programs. Medical education and training of clinical researchers is a primary mission. Several TV screens are located throughout the Clinical Center complex. Content for this delivery mechanism comprises text summaries of scientific publications and journal articles written by intramural scientist, information about research discoveries, meetings at the Clinical Center, and general information for Clinical Center staff, patients and visitors. The primary focus of work conducted under this contract supports this TV project. Description In consultation with the NIH Clinical Center Office of the Director staff, the contractor will: •Identify, research, write, edit, verify and proof content for Clinical Center’s TV programming. In some cases, cover pages of scientific journals will be scanned in order to be displayed with text summaries. Work will be prepared in Microsoft Word and hard copy. Content will include such information as accomplishment summaries, new programs, updates on existing initiatives, staff profiles, and other information as identified. Graphics will be provided as jpegs. •Review and edit various documents and manuscripts as assigned. Work will be prepared in Microsoft Word and hardcopy. QUALIFICATIONS The contractor shall have the required knowledge of the hospital facility programs. This contract requires that the work be performed by an individual with an educational background in the sciences and strong experience in scientific/health technical writing, editing, and education. Ms. Lyons, who has an undergraduate degree in biology and a graduate degree in health promotion management, is a certified health education specialist. Her experience as a research associate at the Institute of Medicine (2003-2005) uniquely prepares her for meeting Clinical Center requirements for this project. PERIOD OF PERFORMANCE The period of performance for this contract shall commence on January 21, 2009 through January 20, 2010. The anticipated award shall be the Base 12-month with 2 successive options for the contract period. PERSONNEL SECURITY RESPONSIBILITIES: The contractor shall adhere to the Security and Privacy information of all systems data that shall be a part of the Government’s requirement under these services. Any employee shall meet the minimum security that shall include the name, position title, email address, and phone number for the contractor performing under this acquisition. If the employee is filling a new position, provide a description of the position and the Government shall determine the appropriate security level. Offerors may identify in writing their interest and capability in response to this requirement or submit a proposal, but this notice of intent does not constitute a request for competitive proposals. The anticipated award date for this requirement shall be on or about January 21, 2009. The submission of Request for Quote information must be submitted no later than January 15, 2009 @ 1:00pm local time. The Request for Quote to include Technical and Cost Proposal and shall be submitted either via electronically to dculpepper@cc.nih.gov or mailed to National Institutes of Health, Attn: Deborah Culpepper; Office of Purchasing and Contracts; 10 Center Drive, Bldg,. 10 Room B1N238, Bethesda, MD 20892 The packaging of the Request for Quote submission must include on both the Technical and Cost information the identification of the offeror's agency and the Request for Quote no.
