Description
PURPOSE: Provide professional A/E Study & Design Services to provide for the construction of retaining wall at the north end of the building 16 to allow us to expand surface parking. The design needs to be performed by a qualified Civil engineer. We also want a study done on the possibility of expanding parking for building T-51 lot located at the Portland VA Campus. Detailed information and requirements are as follows: A.A. SCOPE OF WORK: This project is to design a retaining wall at the north end of the Bldg. 16 Parking Lot. The design will, also layout new parking that will become available. Also, provide a study on the feasibility of building walls to increase surface parking in the T-51 Parking Lot. This study will be used for planning purposes and possible future projects. The Architect/Engineer will provide a preliminary cost estimate as part of the initial project assessment, and itemized cost estimates at mid-design and final design. B.The following evaluation criteria shall be strictly adhered to: FAR 36.602-1 (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry. (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and for this project contractors will be within a 50 mile radius of the Portland VA Medical Center. In addition to the evaluation criteria set forth in FAR 36.602 the board will consider the factors set forth in the Veterans Affairs Acquisition Regulations 836.602-1 as they apply to the project or purpose of the selection. Values will be assigned to each factor in determining the relative qualifications of the firms identified as qualified through the pre-selection process. The values may be confirmed or adjustments may be made as a result of the discussions. (6) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (7) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. (8) Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Estimated completion time for A/E design is 90 calendar days. The estimated construction range is $100,000 to $250,000. Only SMALL BUSINESS FIRMS under NAICS CODE 541330 which meet the requirements and are in the geographical area of consideration are invited to submit their SF 330 Part I & II to Robert Kolln Jr. by e-mail robert.kolln@va.gov by 4:00 pm Pacific time on February 04, 2008.
