- THE FOLLOWING DRAFT DOCUMENTS ARE HEREBY POSTED: DRAFT GFO-2 Statement of Work (SOW). DRAFT GFO-2 Performance Specification. DRAFT GFO-2 Interface Requirements Document. DRAFT GFO-2 WBS. DRAFT GFO-2 WBS Dictionary. These documents are DRAFTS only and are subject to change. The Space and Naval Warfare Systems Command (SPAWAR) in support of the Program Executive Office-Command, Control, Communications, Computers, Intelligence and Space (PEO-C4I & Space), Navy Battlespace Awareness and Information Operations Program Office (PMW-120) intends to conduct an unrestricted competitive procurement for a Navy Altimetry Satellite. This Altimetry Satellite replaces the Navy's Geosat Follow-on (GFO) Satellite launched in 1998. The program for the new Altimetry Satellite is called GFO-2. The Government intends to award a Cost Plus Incentive Fee (CPIF)/Cost Plus Fixed Fee (CPFF) contract. A Request for Proposal (RFP) is anticipated to be issued in December 2008. The anticipated award date is September 2009. FAR Part 15, Contracting by Negotiation, will be utilized. The Government plans to release a draft RFP in early November 2008 and hold an Industry Day on 13 November 2008 to provide potential offerors the opportunity to obtain a better understanding of the contract and requirements. The Industry Day will be held at the Harbor Inn, Bldg. 530, Lighthouse Room on the Naval Base Point Loma, San Diego, CA 92106. (9am-11am Gov't Presentation. Questions: Due: 12:00 Written Q&As 2: 00-4:00). Four people per company division and participants shall provide attendees names, title, email address, and company (division) name by COB 03 November 2008. A map and directions to the Pt. Loma Sub Base are attached. Contractors without a valid military ID will need to meet at the parking lot near the enterance of the Pt. Loma Sub Base between 0815 and 0845 to receive a base pass. Although there will be a question and answer session, no one-on-one meetings will be held during the Industry Day. To those registered for the Industry Day, and don't have a valid military ID, access to the Pt. Loma Sub Base will be granted with a pass issued between 0815 and 0845 in the parking lot located to the left of the main gate. Mr. Nolan Cooper will issue these passed in the parking lot. It is the responsibility of the interested parties to independently review this web page frequently for updates to any and all documents.
