- The current lease for office space in Lebanon Virginia expired on September 30, 2008. There was no renewal option remaining. Approvals were obtained from GSA to allow Rural Development to continue to administer the lease. A market survey was conducted in the area to determine space availability and associated rental rates. Lebanon Virginia is located in the far southwestern portion of the State and is a very rural area. The market survey identified three possible locations. All three were sent copies of the SFO. In addition, copies of the SFO were sent to four realtors in the area as well as the Chamber of Commerce and the County Administrator. Two responses to the SFO were received. Upon review of the responses, it was determined that one could not meet the basic requirements of the SFO. The other was the current lessor. Renovations were required to the space to meet IT regulations. It was determined to be in the best interest of the Government to award to the current lessor, based on comparables obtained during the market survey process. Therefore, the lease was awarded to R, S, & J, Inc., at a rate of 17.50 per square foot for a five year period commencing January 1, 2009 thru December 31, 2013.
