Description
This is an 8(a) set-aside Sources Sought Notice only and is not an attempt to procure. No contract will be awarded from this announcement. A solicitation is not available at this time and any requests for a solicitation will not receive a response. The White Sands Missile Range is conducting market research to determine the capability of 8a small businesses in regards to providing engineering, software development and maintenance support services on control systems for White Sands Missile Range (WSMR) and its customers. This notice neither constitutes a Request for Proposal, nor does it restrict the WSMR to an ultimate acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This Sources Sought Notice is in support of market research being conducted by the White Sands Missile Range to determine potential 8a sources capable of fulfilling all requirements associated with the WSMR Control Systems Requirement. Firms responding to this sources sought notice are requested to provide WSMR with capability statements. As required, contractor is to provide engineering, software development and maintenance support services on control systems for White Sands Missile Range (WSMR) and its customers. Control systems are defined as computer based processes and interfaces that affect the control, analysis and operation of a test support system. Such control systems include those that are presently in place at WSMR and associated with systems to include but not limited to: real time control and display systems (such as the Real Time Data Processing System), servo control systems (such as that used in optical tracking systems), instrumentation control systems (such as that used in target control, radar, telemetry, optics, etc.), data reduction and analysis systems, data management systems (such as the White Sands Data Management System). Other similar systems, to include new systems, may be supported during the course of this contract. Services are to be provided on an as- required basis. Overall, the anticipated level of support to be provided by the contract is approximately 10 work years per year, distributed between technical, management, and support staff. In the course of performing needed services, the contractor may be required to acquire associated hardware related to a systems development. System acquisition is expected to be no more than 3% to 5%, approximately, of total contract cost. Systems listed are cited as representative samples and their listing does not imply exclusive support for said systems with this requirement. The services provided in association with this requirement shall be non-personal in nature and shall not include tasks or duties that involve inherently or closely inherently governmental functions. Specific services would be assigned and would be monitored using a Performance Requirements Summary (PRS). Each potential source shall give a brief description of their ability to provide engineering, software development and maintenance support services on control systems for White Sands Missile Range (WSMR) and its customers. This description should include a demonstration that the 8a source: has adequate technical and financial resources to perform the contract, or the ability to obtain them; be able to comply with the required or proposed software development and maintenance support services schedule, taking into consideration all existing commercial and governmental business commitments; has a satisfactory record of integrity and business ethics; has the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them; and has the necessary engineering, software development and maintenance support skills as well as the technical equipment and facilities, or the ability to obtain them. Contractor personnel will be required to acquire and maintain base safety and security clearances for base access. Each potential source is also requested to provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractors ability to successfully satisfy the requirements of the White Sands Missile Range. Firms shall also provide point of contact information where available for the efforts cited above. All responses to this sources sought are limited to four (4) pages (2 double sided pages) (min. font size 10pt, w/1 margins) and must include the following additional information: name and address of firm, commercial activity/government entity (CAGE) code, 8a small business eligibility status, point of contact name, title, phone, and email. Interested sources shall submit all replies by email to joyce.frost@us.army.mil no later than 1400 MST on 15 January 2009. Acknowledgement of receipt will not be made. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This request for information is for planning purposes only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. Your responses to this sources sought will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this sources sought or Government use of such information. The Government reserves the right to reject, in whole or part, any contractor input resulting from this sources sought. The information resulting from this sources sought may be included in one or more RFPs, which may be released via the FEDBIZOPS portal.
