Description
Instructions, Conditions and Notices to Bidders The Government contemplates the award of a Firm-Fixed Price contract issued under the Total Service Disabled Veteran Owned Small Business Set Aside Program. The period of performance is a Base Year plus four (4) 12-Month Option Periods. (1)Quotes are due 15 January 2009 at 10:00 am (EST). Failure to provide timely responses will exclude your quote from consideration. All Quotes submitted under this electronic mail will be considered. No information or questions concerning this Request for Quote (RFQ) or requests for clarifications will be provided in response to telephone calls from prospective offerors. Formal communications such as requests for clarification and/or information or questions concerning this Request for Quote must be in writing on corporate letterhead and e-mailed to the following: Robert Meekie, Contracting Specialist, Delta Team, Mission & Installation Contracting Command (MICC) Contracting Center of Excellence (CCE) 200 Stovall Street, 11th Floor Alexandria, VA 22332-001.Robert.meekie@us.army.mil, Phone: 703-428-0074 (DSN 228-0074). However, because of the response time, no such inquiries will be considered if received after 15 January 2009 at 10:00 am (EST). (2) The following specifications are desired and shall be named specific tasks for the basic services. Highly qualified contractor personnel are needed to develop, implement, and maintain training content, courses, and modules to support online Foreign Disclosure training. Support is requested in terms of a software specialist with familiarization in Wonder Share Rapid e-Learning Suite and a Subject Matter Experts (SME) in Foreign Disclosure. This is an estimate for the required services for each category based on 1920 hours. The categories of Subject Matter Experts I, (SME I) and Web Designer/Administrator II are needed. (3) The contractor shall provide the following services: The contractor shall provide a foreign disclosure subject matter expert (SME) capable of assisting U.S. Government (USG) personnel implement and support a Foreign Disclosure Online Certification, Training, and Education program. The SME will be responsible to work with designated USG personnel to translate broad and organizational specific foreign disclosure concepts and develop specific USG training content. The contractor shall provide administrative support for USG online training content, USG documentation, and USG reports as needed and requested by the USG. This effort will require at a minimum: a.) Development and coordination of USG course content with representatives of our organization, DoD clients, and the software specialist. b.) Development of USG data to PowerPoint presentations required for conversion to the USG provided Wondershare Rapid e-Learning Suite. c.) Analysis and validation of USG data used for quizzes and exams. d.) Design and development of USG concepts for interactive instructional tools, such as gaming. e.) Collection and analysis of USG reference data for new USG courses or new USG course content. f.) Track, identify, and make updates to USG course content as needed and as requested by USG customers. g.) Ability to assist USG personnel in the development, implementation, and maintenance of a Foreign Disclosure Online Certification, Training, and Education program. h.)The contractor shall provide a software specialist trained in Wondershare Rapid e-Learning Suite to update and maintain identified foreign disclosure content. The specialist will utilize the software suite to design and create layouts, graphics, animation, and/or sound for the training content. The training will be modularized, consisting of various courses from an OSD familiarization course, to military department specific courses. The specialist will maintain and update existing course material, as well as, develop new material. The specialist will utilize a variety of online training variables to impart both visual and mental stimulus for the end user (e.g., games, tests, interactivity, professional graphics and pictures). The specialist will need to understand at a minimum how to: i.) Set up user ID and passwords for individual students. j.) Utilize the software to track student usage, to include the ability for students to log in and out during a single module or course and save the location. k.) Convert PowerPoint presentations into online courses and/or modules. l.) Add audio and/or video to courses and/or modules to improve the training interactivity. m.) Utilize professional grade graphics and pictures to enhance the USG training courses and/or modules. n.) Provide the Contracting Representative a monthly status report, which shall include at a minimum a summary of activities performed during the period, anticipated activities for the next period, any overall programmatic issues that could negatively or positively affect execution, and a summary status of funds.
