Description
This is a notification that the Office of the Director, Office of Logistics Acquisitions Management intends to award on a sole source basis with Texas University Health Science Center under Simplified Acquisition Procedures to perform varies test, and histopathological analysis under the care of Dr. Yuji Ikeno MD., Ph.D. using other than full and open competition procedures pursuant to Federal Acquisition regulations part 13.106-1 (b)-only one source reasonably available. Dr. Yuji Ikeno of the Barshop Center with the assiatance of Dr. Gene Hubbard of the SWNPRC will provide pathological services, analysis, and consultation as specified in this contract. Dr. Ikeno will receive specific directions from project scientists regarding the histological processing of tissue. Dr. Ikeno will establish and advise NIA scientists regarding the methods of pathological analysis of the tissue provided to him. He will also establish and maintain a method for archiving and storing of tissue consistent with specific needs for the long-term use and viability of the tissue. He will provide a written report on his analysis along with the quantitative analysis rating the severity of the pathology observed in the tissue samples. He will maintain a computerized record of his findings as well as the archive of the tissues. Dr. Ikeno will provide space for freezers to store frozen tissue and cabinets to store fixed tissue, paraffin embedded blocks, and histology slides. He will respond to varies request from project scientists to provide tissue and slides. The written report will include spreadsheets depicting outcome of the analysis as well as a written report describing results. Specification of responsibilities and provision of equipment services, and supplies can be further described as follows: 1)The LEG will be responsible for gross necropsy, processing tissues for histology, and making paraffin embedded blocks and stained histology slides. 2)The Pathology Core of the San Antonio Nathan Shock Aging Center in the Barshop Center for Longevity and Aging Studies, UTHSCSA will be responsible for histopathological analyses, storing the frozen tissues/slides/paraffin blocks/fixed tissues, and providing tissues and slides to investigators upon request. 3)The Pathology Core will provide the storage space (200-250 sq. feet_ for the ultralow freezers, paraffin blocks, and stained slides, formalin fixed tissues, and laboratory space for a technical staff member who is responsible for record keeping of the samples. They will also provide the office/laboratory space for the pathologists and the pathological analysis and the equipment required, the AX-70 research microscope with Spot digital camera and image analysis work station. 4)The Pathology Core will also provide secretarial support and management of the budget. 5)The LEG will ship the histology slides, paraffin blocks, frozen samples, formalin fixed tissues, and two ultra-low freezers to the Pathology Core, and LEG will cover the shipping cost. 6)The LEG will provide additional ultra-low freezers as they are required to store frozen tissues in the future and the cost of repairing the ultra-low freezers when required. 7)The LEG will provide supplies, slide boxes, storage boxes, storage cabinets and computer office supplies for data management. LEG will ship these supplies to the Pathology Core and cover the cost of shipping. 8)The LEG will purchase the computer that will be used to store the histopath- ological data including the graphic data of histopathology, clinical data of individual animal, and inventory of paraffin blocks and slides. This computer will be connected to the network system, which will allow the pathologist and technical staff to communicate with the investigators at LEG through E-mail, and connect to the mainframe computer of the UTHSCSA.
