The Hurlburt Education and Training Section, 1 SOFSS/FSDE, supports long-range Air Force goals for maintaining a high-quality force and enhancing professional and personal development, recruitment, retention, and readiness. The program provides excellent, cost-effective educational opportunities - from basic skills through graduate-level degrees through its tuition assistance, training, testing, and counseling services. 1.3 Task Description. 1.3.1 Scope of Work. Contractor shall perform oversight, planning, technical, maintenance, training, instruction, evaluation, communication, and administration at the Distance Learning (DL) satellite downlink site in accordance with Air Force Instruction (AFI) 36-2201, Developing, Managing, and Conducting Training, Chapter 5. The duties shall consist of providing services for computer-based and paper exams as required and ensure a secure testing and academic environment is maintained at all times. 1.4 Services. Contractor shall provide the following services in support of 1 SOFSS/FSDE requirements: 1.4.1 In accordance with AFI 36-2201, Developing, Managing, and Conducting Training, as stated in Chapter 5, Para. 5.30 which includes, but is not limited to: briefings, handouts, study guides, evaluations and progress checks, exercises, instructor training materials and lesson plans. All course/test material and programs developed per this contract shall become the property of the 1 SOFSS/FSDE and shall not be released to third party organizations. 1.4.2 The contractor shall provide the following services: posting records, mailing tests and training. Administrative services may not be performed singularly as a session, but must be completed in conjunction with test administration or a satellite broadcast. The contractor shall ensure a secure testing and academic environment is maintained at all times. The contractor shall be physically present during all testing sessions and provide constant visual supervision unless relieved by an appropriate authority such as the Test Control Officer (TCO)/Alternate TCO. The contractor shall ensure that all examinees present official picture identification to determine eligibility before allowing them to test. The contractor shall ensure that all examinees verify the test materials and sign-in on the "Test Sign-In Log" and shall ensure that all entries are properly recorded in the log. The contractor is responsible for reviewing the answer sheets to ensure proper completion and enters the time on the Test Log when the tests and answer sheets are issued and returned. The contractor shall ensure all pages of examination booklet are returned by conducting a page check on each returned exam booklet. The contractor prepares answer sheets for the certification and signature of the appropriate testing officer. The contractor prepares answer sheets and test booklets prior to mailing and using regular first class mail and certified mail/return receipt in accordance with the guidance provided by the test owner. The contractor is authorized to stock, distribute, proctor, receive, or destroy tests or related materials IAW local procedures or guidance from the test owner. Conducts computer/web-based testing and transfers data to the 1 SOFSS/FSDE as required. Prepares exam order forms and notifies test owner of overstocking on all exams. Conducts a precise test inventory following each session and assists the TCO/ATCO with weekly and quarterly inventory reports. 1.4.3 The contractor shall perform all administrative tasks associated with test administration which includes, but is not limited: student notification/mailing of score reports, special-ordered examinations, resetting passwords; electronic updates of examinations, printing Air Force Institute for Advanced Distributed Learning (AFIADL), and Air University Student Information System (AUSIS) student enrollment queries, etc. Tasks include: (1) Scheduling, Enrollment, and Student Administration Process Pre-Broadcast: (a) Conducts the orientation which includes explaining building/classroom procedures and the use of the equipment, discussion of schedule, and to encourage student participation. (b) Takes classroom attendance. (c) Completes class roster and forwards to the appropriate offices. (d) Ensures that the connection is working properly with the audio and video. (e) Distributes class materials to include study guides and informational handouts. (f) No later than the end of the first hour of class distributes the Air and Education Training Command (AETC) Form 325 Student Accounting and Attendance Record for students to verify accuracy and make any entries necessary. (g) Collects the updated AETC Form 325 and faxes it immediately to the instructors at the studio at the designated training location. During Broadcast: (a) Monitors students. (b) Assists course facilitators and students in resolving equipment and student material problems. (c) Monitor the Interactive Video Teletraining (IVT) signals (audio and video). (d) Ensures the class leader understands his/her professional role in the class. (e) Coordinates and frequently checks with the class leader for any assistance the class may require during the training day-during off or on airtime. (f) Ensures all students are present by an attendance roster. (g) Monitors the classroom to keep students focused on the presentation. (h) Encourages the students to participate using the microphone. (i) Notifies the uplink (broadcast) site of any technical difficulties. Post Broadcast: (a) Administers the student attrition survey, which is used to gather data for students who are eliminated or withdrawn from training and helps determine and evaluate the reasons students do not complete Distance Learning courses. Makes recommendations on retention when needed and forwards to the ESO. (b) Administers student critique and forwards to appropriate office. (c) Distributes end-of-course surveys. (d) If required, administers quizzes, exams or other assessment instruments. (e) If required, scores assessment instruments. (f) Mails all materials to course manager or origination site. (g) Distributes course completion certificates or diplomas. (h) Ensures the students have their study guides, exams, and answer sheets. (i) Administers and monitors exams. Ensures that the correct version of the exam is administered. For example, give the alternate version of an exam as a retest. (j) Scores students' answer sheets. (k) Secures tests and answer keys. (l) Packages used answer sheets and feedback results, along with signed AETC Form 325 and mails to the instructional development specialist from the originating broadcast site. Support Materials Distribution and Collection: (a) Distributes course materials, as required, to students and facilitator. (b) Maintains a log of course materials. (c) Responsible for the removal of old versions of the course and the installation of course revisions when received. (d) Advertise DL courses that are available to squadrons and unit training managers 1.4.4 The contractor is responsible for transmitting answer sheets via Files Transfer Protocol (FTP) procedures. The contractor is responsible for following up with the Air Force Institute for Advanced Distributed Learning (or other appropriate sites) to ensure answer sheets were received. 1.4.5 The contractor shall use the Answer Sheet Manager Program for scoring test disks and any problems associated with the program, or other similar programs as required. 1.4.6 The contractor is responsible for all associated administrative work, tracking students, and safeguarding disks. 1.4.7 The contractor shall provide training to the incoming contractor for a total of eight (8) sessions. 1.4.8 The contractor shall administer tests in accordance with instructions provided in testing handbooks, test examiner guides, and TCO/ATCO instructions to ensure no possibility of test compromise. 1.4.9 The contractor shall provide ESO related subject matter and support services (Reference 1.6 Deliverables) to the 1 SOFSS/FSDE. 1.4.10 The contractor shall provide administration services during duty hours. At a minimum the services will include government furnished resources as listed in section 3.0, Government Furnished Resources. 1.5 Qualifications. The contractor shall have a minimum of one-year experience providing education or training to adults, working with audio-visual equipment and computers. Experience working with satellite linking systems is required. Experience in developing and implementing instructions is highly desirable. A high school diploma or GED equivalency certificate is required; however, college-level education is preferred. 1.5.1 The contractor shall complete training and successfully complete the JST POC Course. Other training and qualification exams might be required in the future if more training programs are added. Sessions required to complete additional training will be coordinated with the Education Services Officer (ESO) in advance. 1.5.2 Proficient and electronic/computer/internet knowledge computer skills are required, specially Microsoft (MS) Office Applications. The contractor is required to set-up computer workstations, load software and troubleshoot technical problems. 1.5.3 The contractor shall be able to perform initial troubleshooting to identify problems with electronic testing situations. The contractor must have a favorable National Agency Check (NAC). 1.5.4 The contractor shall be customer-service oriented and verbal communication skills are essential for this position. 1.5.5 The contractor shall have experience with the standardized educational and military testing programs, office procedures, and Air Force terminology. 1.5.6 The position requires strict attention to detail and the ability to work in a multi- tasking environment. 1.6 Deliverables. All deliverables shall meet professional standards and meet the requirements set forth in this Performance Work Statement (PWS). The contractor shall be responsible for delivering all end items specified. The following items are deliverables that fall within the scope of the aforementioned tasks and all other stated deliverables (Reference 1.3.1 Scope of Work). The contractor shall provide, at a minimum, one (1) type of report. The following reports are required: 1.7.1 Individual Monthly Status Report (MSR). The MSR shall be submitted to the 1 SOFSS/FSDE QAP no later than the 15th of every month listing the units used to monitor broadcasts, units used to administer examinations and units used to complete administrative work. Status reports shall be accompanied by a copy of that month's invoice. The ESO will provide the format of the MSR to the contractor. 1.7.2 Weekly Report. The contractor shall provide a weekly activity report (WAR) to the 1 SOFSS/FSDE no later than close of business each Friday. The WAR shall contain status of all current tasks, status, and comments as required. 1.7.3 Delivery Instructions. Deliverables shall be submitted soft copy and shall be compatible with AF-standard desktop applications. 2.0 SERVICES SUMMARY 2.1 Service Summary (SS). The service requirements are summarized into performance objectives that relate directly to mission essential items. The performance thresholds briefly describe the minimum acceptable levels of service required for each requirement. The thresholds are critical to mission success and acceptable (satisfactory) performance. NOTE: Procedures as set forth in the FAR 52.212 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies. SS Performance Objective PWS Para Performance Threshold To receive Satisfactory Rating Contract LEVEL 1 Contractor performance met specifications of the Contract and PWS. Identified in Contract No more than one (1) grammatical, typographical, or formatting error per page. Final corrected copy within two (2) business days of government comments. Receive no more than one (1) valid written customer complaint per performance period concerning contractor deficiencies relating to the contract requirements. Identified deficiencies were successfully corrected within ten (10) workdays of notification. 2 Complied with all Security Requirements. 3.0 Appropriate employee clearance is submitted to QAP and CO prior to performance start date. Zero security violations identified during contract performance. 3.0 GOVERNMENT FURNISHED RESOURCES 3.1 The government will provide the facilities, equipment, materials, and services listed here. Specific responsibilities are detailed in this section. 3.2 Facilities. The Government will furnish or make available workspace at the Education Services Center, 1 SOFSS/FSDE, Hurlburt Field, Florida. The Government retains the authority to modify or realign facilities and space provided to the contractor based on current or future Air Force guidelines for space utilization, mission requirements, and personnel requirements of the contractor as necessary. Government facilities have been inspected for compliance with OSHA. No hazards have been identified for which work-arounds have been established. Should a hazard be subsequently identified, the government will correct the hazard according to base-wide government developed and approved plans of abatement taking into account safety and health priorities. A higher priority for correction will not be assigned to the facilities provided to the contractor merely because of this contracting initiative. The fact that no such conditions have been identified does not warrant or guarantee that no possible hazard exists, or that work-around procedures will not be necessary or that the facilities as furnished will be adequate to meet the responsibilities of the contractor. Compliance with OSHA and other applicable laws and regulations for the protection of employees shall be exclusively the obligation of the contractor. 3.2.1 Equipment. The contractor shall set up the classroom(s) equipment for use for satellite, video, and computer-based or resident instructor delivery methods a minimum of one (1) hour prior to beginning each scheduled broadcast. Establishes audio connection and ensures monitor is set accurately prior to start of scheduled broadcast. Ensures all equipment is working properly. Maintains a log of equipment malfunctions. Notifies ESO of work action taken. Monitors each complete broadcast and reports audio or video problems to origination site or technical contractor. Notifies ESO of action taken. Provides equipment and classroom procedures, e.g. orientation of designated smoking areas, restrooms, break areas, to the students and, if available, also to the course facilitator(s) not later than the first class meeting. Records and maintains video recordings of instructional programs for student review. Ensures equipment is secured. 3.2.2 Facilities. The contractor is responsible for opening and locking the classroom(s). Ensures classroom(s) are set up to accommodate scheduled student load. Ensures classrooms are kept neat, orderly, and clean before and after sessions. Informs ESO of facility problems needing to be repaired. 3.3 Air Force Automated Management System (AFAMS). The government host unit will grant access to AFAEMS and training to the minimum extent necessary for mission accomplishment. The contractor shall use AFAMS for entering/tracking tests, serial numbers, part numbers, and other appropriate inventories related to the contract performance. (The contractor shall not use government furnished AFAMS or services for non-contractual related purposes.) The contractor shall comply with all computer system security procedures required by the Government. 3.3.1 Air University Student Information System (AUSIS). The government host unit will grant access to AUSIS and training to the minimum extent necessary for mission accomplishment. The contractor shall use AUSIS for student enrollment queries, etc. The contractor shall comply with all computer system security procedures required by the Government. 3.3.2 Integrated Maintenance Data System (IMDS). The contractor is responsible for administering exams related to the satellite training broadcasts as well as tests for the following categories of tests to eligible military and civilian personnel as authorized by HQ USAF, and MAJCOM: the Air Force Institute for Advanced Distributed Learning (AFIADL), Type 6 courses-Integrated Maintenance Data System (IMDS), computer/web-based tests, Distance Learning, and educational institutions. (NOTE: Additional exams may be added as needed). 3.3.3 Local Area Network Access (LAN). In accordance with AFI 33-119, Electronic Mail Management and Use, paragraph 9.2.5, contractor personnel using unclassified automated information systems that have access to sensitive information must possess, at a minimum, a National Agency Check or Entrance National Agency Check in accordance with DoD 5200.2-R, Personnel Security Program or screening in accordance with AFI 31-501, paragraph 3.27, Personnel Security Program Management. 3.3.4 Computer Security. The contractor shall maintain computer systems security integrity in accordance with the Air Force Computer Security (COMPUSEC) program (Air Force Systems Security Instructions (AFSSI 5102). The contractor personnel will be required to complete testing IAW AFI 33-204, Information Assurance Awareness Program and satisfy any other local requirements set forth by the 1st Special Operations Communications Squadron or other government agency prior to being allowed access to government computers. 3.3.5 Security Clearance. The government will initiate the necessary security clearance paperwork and pay for the cost of the background clearance check. 3.4 Administrative Supplies. The Government will provide reasonable amounts of administrative supplies such as: furnished office space; furnished testing room; lockable safe's or secure containers adequate for test storage; testing supplies, i.e. pencils, paper, computers, etc. 3.5 Government-Furnished Services. 3.5.1 Security Forces. The Government will provide general security service. Security Forces phone extensions are 911 for emergencies and 884-7114 for routine calls. 3.5.2 Postal or Installation Distribution. Official government or contractor mail that is generated as a result of performance of this contract will be handled, at government expense, via the Base Information Transfer System (BITS) at Hurlburt Field, Florida. 3.5.3 Telephone Service. The Government will provide access to telephone for use in making local and long distance calls in performance of official contract-related requirements. 3.5.4 Emergency Medical Services. In the event of a severe emergency, 911 should be contacted. Ambulance transport responds from the Hurlburt Field Clinic Monday through Friday. On Weekends and Holidays, Okaloosa County ambulance transport will respond. One of the units will respond to the 911 call, and if necessary, transport a service provider employee to one of the local hospitals. The service provider shall reimburse the respective agency for these services. 3.5.5. Security Forces and Fire Protection. The base will provide security and fire protection. 4.0 General Information 4.1 Quality Assurance. According to Federal Acquisition Regulation (FAR) sections 52.246-4 Inspection of Services - Fixed-Price. 4.2 Dress/Appearance. The contractor shall present a clean and neat appearance. Contractor shall not permit cut-off shorts, clothing with tears, revealing clothing, clothing with obscene or inflammatory designs, slogans, remarks, or clothing representing military attire such as Battle Dress Uniform (BDU) or Desert Combat Uniform (DCU). The ESO shall ensure personnel wear appropriate clothes suited for their job. 4.3 Smoking, Eating and Drinking. The contractor shall permit smoking, eating and drinking only in designated areas. 4.4 Driving License/On-base Requirements. The contractor shall comply with base traffic regulations and ensure a current and valid state/country driver's license while on Hurlburt Field, Florida. 4.5 Contractor Identification. Contractor personnel shall wear badges identifying them as contractors at all times. 4.6 Place of Performance. The contractor shall perform the required support at 1 SOFSS/FSDE, Education Services Center, Building 90220, 221 Lukasik Ave, Suite 1, Hurlburt Field, FL. The contractor is to report to the ESO in case of building closure for alternate work site location. The contractor shall comply with all installation and facility safety and security regulations, as well as, the health, safety, and security provisions of the contract. The contractor shall report security or safety problems to the Contracting Officer and/or Security Police as appropriate. 4.7 Hours of Work. Typical duty hours are Monday through Friday, 0700 to 1630 hours, based on the projected instruction schedule, except for federal holidays. Lunch hours are typically during 1200-1300. Forty (40) sessions may occur during one (1) week. The contractor must arrive at the Education Services Center at least 30 minutes prior to the scheduled testing start time to prepare and log onto computers. Contractors are not expected to work more than 80 hours per two-week pay period. The contractor can cancel a session; however, it shall be made twelve (12) hours in advance based on course or testing requirements. 4.7.1 The contractor shall provide stated services based on a part-time basis or session. A session is defined as one (1) hour of time. 4.7.2 The contractor will coordinate all scheduled/planned absences with the ESO in advance and will ensure a qualified backup sub-contractor is available to perform work. 4.8 Holidays and Vacation. The contractor will not normally be required to work during the following holidays. If performance is required for these holidays, it will be approved and scheduled in advance with the ESO. If the holiday falls on a Sunday, it is observed on the following Monday. 4.9 Government Provided Training. If the contractor attends any government provided training, the contractor is responsible to provide the trained capability for the duration of the contract. The government will assume the cost of eight (8) sessions for familiarization, training, and examination program testing. 4.10 Conservation of Utilities. The contractor and their employees shall operate under conditions that prevent the waste of utilities. 4.11 Employee Conflicts of Interest. The contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoD Regulation 5500.7-R, Joint Ethics Regulation (JER). The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64-106, Air Force Industrial Labor Relations Activities.
