- The General Services Administration (“GSA”) Northeast and Caribbean Region is conducting a market survey and is seeking sources for Site Preparation. The requirements for this opportunity include two phases: Phase 1 - Rock Removal, and Phase 2 - Site Infrastructure for the Construction of a New United States Land Port of Entry (“LPOE”) at Alexandria Bay, New York. This project is presently being designed by the firm of Morphosis Architects of Santa Monica, California. Construction is anticipated to begin April 20, 2009. The current estimated construction cost range is $10,000,000 to $15,000,000. The estimated project construction duration is 8 months (240 days). The North American Industry Classification System (NAICS) code for this effort is 238910 and the Small Business Administration (SBA) size standard is $14 million in annual receipts averaged over a concern's latest three (3) completed fiscal years. The scope of work includes the following: all work necessary for preparing the site for the future proposed facility expansion. Phase 1: The work shall consist of native rock removal and site preparation inclusive of work in the following areas: demolition of pavements, demolition of structures, clearing and grubbing, rock removal, processing and stockpiling of native rock, Phase 2: Excavation and grading, asphalt paving, concrete paving, storm sewers, roadway signage, site lighting and site utilities. The contractor shall ensure that all special requirements that have been incorporated into the project including maintaining traffic safety and ensuring uninterrupted facility operations are met. The site geology is composed of metamorphosed igneous units and it is anticipated that there will be significant amounts of rock removal required in order to construct the project. The project will require work to be performed immediately adjacent to the existing LPOE without any disruption to the operations of the existing facility. The existing facility operates 24 hours a day, 7 days a week, 365 days a year. This work is in support of, and will be coordinated with, the larger new Land Port of Entry at Alexandria Bay, NY project issued under Solicitation No. GS-02P-08-DTC-0011N.
