- This Federal Business Opportunities (FedBizOps) announcement constitutes a Notice of Proposed Contract Action (NOCA), by the 950th Electronic Systems Group, Hanscom AFB, MA, which intends to issue a contract to BAE Systems National Security Solutions Incorporated, Reston, VA for the procurement of 124 copies of SOCET GXP software and 124 copies of SOCET Screener Upgrade Entitlement licenses, pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) Sole Source Acquisitions. SOCET GXP, an Electronic Light Table (ELT) imaging software, allows users to input, roam, annotate, manipulate, and output images from photographs, film, satellite images, maps, charts, and other real world data. Images are loaded through the Visual Coverage Tool (VCT), which allows for visual management of online and offline data used with the BAE family of image exploitation software. The Government intends to contract with BAE, as the only holder of the SOCET GXP software under the authority of 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1 (a) (2) (ii) (A) and (B), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor shall it be construed as a commitment by the Government. Interested persons may identify their interest and capability to respond to the requirement within 15 days of this publication. This notice of intent is not a request for competitive proposals. An Ombudsman, Col Russell Blaine, Director, Commander's Staff, (781) 377-5106, has been appointed to hear concerns. The purpose of the Ombudsman is not to diminish the authority of the program director or the Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. The Ombudsman should be contacted only with issues or problems that have previously been brought to the attention of the program manager and/or Contractor Officer and could not be satisfactorily resolved at that level. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
