- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a quote is being requested and a written solicitation will not be issued. This is an intention for sole source to Welch Allyn Protocol Inc. Offers shall be evaluated based on the factors contained in the solicitation and award will be made based on the offer which is most advantageous to the Government (i.e. best value). The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-28 (12 Dec 2008) and Defense Federal Acquisition Regulation Supplement change notice 20081218.
