- This is a Sources Sought Notice to determine the availability and capability of small businesses including certified 8(a), Small Disadvantaged, and HUB Zone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought. Any responses received will not be used as a proposal. Statement of Objectives: The Mission and Installation Contracting Command (MICC) at Fort Jackson SC is seeking to identify firms that meet the criteria as defined above with experience in staffing Musicians, Choir Directors, Chapel Praise Team Leaders, Catholic Parish Coordinators, Catholic Rite of Christian Initiations for Adults (RCIA) Instructors, and Religious Education Coordinators (REC). Contractors should also have experience staffing and employing musicians. The staffed musicians shall experience in providing musical support for a weekly worship service (preferable for Soldiers in Training). Contractors must be able to play at sight, the hymns selected from the Armed Forces Hymnal. The focus for the requirement includes, but is not limited to: - Providing a staff of qualified musicians who shall be able to sight-read music and be competent on the piano and organ. -Staffing agency providing qualified musicians which are able to play hymns and special musical selections during the various military worship services. Music shall be coordinated with the officiating chaplain. -Staffing agency having a qualified pool of musicians and will ensure background check has been conducted and will ensure that the musicians have the necessary documentation to enter a military installation. - Staffing agency will be responsible in the event that a musician cannot provide musical direction for the weekly collective Worship Service; the staffing agency will provide a qualified substitute. - Staffing agency will provide a qualified Choir Director. The Choir Director is to provide appropriate musical support during the designated worship service. Worship Services are a Statutory (Title 10) Essential Element of Religion. As such, they fall under the responsibilities of all Chaplains. As a nonpersonal services contractor, the Choir Director is neither an employee nor a member of the Chapel or Center Chaplains Office Staff. The purpose of the Choir Director is to provide music to assist the congregation in worship. The purpose for contracting Choir Directors is to support the Chaplaincy's ministry by providing professional, technical assistance to bring quality worship services to the soldiers and their families who are worshipping together - The staffing agency will provide a qualified Praise Team Leader. The Praise Team leader will lead the weekly rehearsal, assign the practice schedule, assist the song leader with music arrangement, solicit inputs from Pastors and team members for the improvement of the praise team, and attend the worship department meeting. - Staffing agency will provide a qualified Catholic Parish Coordinator. The Catholic Parish Coordinator will be in charge of the day-to-day life of the parish in the areas of worship, education, pastoral service and administration. Must be positive, self-directed, motivated, and able to interface well with people. The Chapel staff will provide initial indoctrination in current operating procedures. The Coordinator may be tasked to provide training to any future assigned personnel - Staffing agency will provide a qualified Catholic Religious Education Coordinator. A Catholic Religious Education Coordinator is required for the Chapel at Fort Jackson. Duties include: serving as principal for the Catechism of Catholic Doctrine (CCD) program, overseeing the 1st Penance, 1st Communion, 8th Grade Confirmation, youth, youth adult and Soldiers outreach and Adult Rite of Christian Initiation of Adults (RCIA). Companies are encouraged to respond if they have the capability and capacity to provide the identified services with little or no disruption of services to the current users at the Mission and Installation Contracting Command (MICC). Interested small business potential offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to perform the specific work as required. Responses must directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform each of the tasks described above at a sufficient level of detail to allow definitive numerical evaluation; and evidence that the contractor can satisfy the minimum requirements listed above while in compliance with FAR 52.219-14 (Limitations on Subcontracting). Failure to definitively address each of these factors will result in a finding that respondent lacks capability to perform the work. Responses to this notice shall be limited to 15 pages, and must include: 1. Company name, mailing address, e-mail address, telephone and fax numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. 3. If qualified as an 8(a) firm (must be certified by the Small Business Administration (SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUB Zone firm (must be certified by SBA), and/or Service-Disabled Veteran Owned Small Business (must be listed in the VetBiz Vendor Information Pages). 4. DUNS number, CAGE Code, Tax Identification Number (TIN), and company structure (Corporation, LLC, partnership, joint venture, etc). Companies also must be registered in the Central Contractor Registration (CCR) at www.ccr.gov to be considered as potential sources. 5. Identification of any GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. 6. If the company has a Government approved accounting system, please identify the agency that approved the system. Please submit copies of any documentation, such as letters or certificates to indicate the firm's status (see item #3 above). To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. Interested offerors should submit their capability statement not exceeding fifteen (10) pages in length, excluding standard brochures. Phone calls will not be accepted or returned.
