- The Missile Defense Agency intends to award a sole source contract to Raytheon Missile Systems of Tucson, Arizona, for systems engineering and continued development of the Standard Missile -3 (SM-3) Block IIA missile. This effort is a part of the AEGIS Ballistic Missile Defense Program. The requirement includes the necessary labor and material for systems engineering, design and development, integration, fabrication of test assets, test equipment, ground and flight test support and documentation, integrated logistics support planning and assistance to facilitate the production of the Standard Missile -3 Cooperative Development Program Block IIA missile configuration. This requirement also includes all up round and weapon system integration services for the Aegis Ballistic Missile Defense Block IIB missile. Included among these efforts is collaboration between the Ballistic Missile Defense System Kill Vehicle, Kinetic Energy Interceptors, Ground Based Missile Defense, and Aegis Ballistic Missile Defense Program elements to ensure the unitary kill vehicle and multiple kill vehicle payload interfaces to the all up missile and the weapon system are developed to a common architecture with components where applicable. Work related to multiple kill vehicle capability on the resultant contract will be restricted to multiple kill vehicle payload integration with the Standard Missile -3 Block IIB missile and Aegis Ballistic Missile Defense Program only. The Ballistic Missile Defense System Kill Vehicle program will perform and manage multiple kill vehicle payload development efforts under a separate contract. Raytheon Missile Systems has been the All Up Round Design Agent for all Standard Missile variants since 1966. This contractor is a highly specialized source and no other suppliers or services will satisfy agency requirements. As a result of Raytheon Missile Systems involvement in the Aegis Ballistic Missile Defense Program, it is the only source that currently possesses the in-depth technical knowledge of the system to satisfactorily perform the work. This expertise cannot be attained by any other contractor within the anticipated period of performance without incurring a substantial duplication of costs and an unacceptable delay in fulfilling the Agency's requirements. The anticipated period of performance is seven (7) years after contract award. The proposed contract action is for system engineering expertise for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as implemented Federal Acquisition Regulation 6.302.
