- Preface: The Internal Revenue Service (IRS) may award a sole source purchase order to DigitalML USA Inc. for EMDO Ignite XML software, annual maintenance and professional support services. Current market research indicates that this vendor is the only provider of “EMDO Ignite XML software including the supporting maintenance and professional services for this software brand. Requirement: The IgniteXML tool is necessary to support the development of consistent IRS products for the collection, exchange, and presentation of taxpayer submitted tax return data. EDMO, Application Development, and ETA have worked diligently together to capture, refine, and integrate MeF XML tags into the IRS XML Common Vocabulary. This vocabulary is now being shared with Media and Publications and AMS to ensure integration and interoperability of the MeF electronic data format with the XML structures used to published IRS tax forms and the AMS common business services. Without this XML management tool EDMO, ETA, AD, and Media & Publications will not be able to perform adequate data analysis to ensure continued synchronization of these products through on going development, which will be detrimental to downstream data analysis for compliance and the publication of electronic forms inconsistent with MeF XML schema. Pre-Solicitation Notice: Vendors who may be capable of satisfying this requirement may respond by submitting their company information, system data and a clear and convincing proposal that explains their ability to satisfy the requirement. Responses to this notice must be received on or before the indicated response date and time given for this notice. All responses should be delivered to: Raymond Williams, Contract Specialist, (OS:A:P:I:F:A), Office of Information Technology Acquisitions, Suite 600, 6009 Oxon Hill Road, MD 20784. Important: Vendors must extend a courtesy call at the time their proposals are submitted to give a verbal notice of their submission. Vendors that may need more information about this requirement may contact Raymond Williams at the address and telephone number given above. Vendors’ proposals should not exceed six (6) pages. Vendors must include the subject and requisition number on their title page to their proposals. Vendors that submit proposals in response to this notice are not guaranteed an award for this requirement. The IRS will make the determination if this requirement shall be competed among responsible vendors, capable of providing the service. Vendor proposals received will be considered solely for the purpose of making this determination. No award will be made on the basis of any quotations, proposals or other information received in response to this notice. Additionally, the IRS will not reimburse the cost of proposal preparation. Submitted proposals will not be returned.
