- THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a Combined Synopsis for Commercial Services prepared in accordance with subpart 13.5 under Simplified Acquisition as a supplemental with additional information included in this notice. The announcement number for this requirement is CC111826 and is being issued as a Request for Quotes. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-29. The Recreation Therapy Section of the Rehabilitation Medicine Department, Clinical Center, at the National Institutes of Health in Bethesda, Maryland has a requirement to provided round the clock television and movies for the patients. The associated North American Industry Classification System (NAICS) code is 512120. The requirements: 1. The contractor shall grant NIH the license to exhibit in patient room and public area their product or a portion thereof via closed circuit television equipment solely within the confines of the existing Hospital. 2. The contractor shall provide two Digital Media Players to be used for digital movie files in NIH, which eliminates the need for manual processing. Digital Media Player connects to the facility’s head-end/closed circuit television system creating a specified TV channel in which the digital content is distributed. The contractor shall cover any and all maintenance of the Digital Media Player. 3. The contractor shall provide the Hospital, on a quarterly basis, with product in quantity of 30 movie titles and a second product in quantity of 50 movie titles with a minimum of 21 titles rotated out of the schedule and replaced by 21 new titles each quarter. Products will be of acceptable content, language and depiction (as determined by hospital) for a representative typical hospital audience. In order to fulfill the Government’s requirements the contractor should demonstrate best product, vendor experience, and ability to fulfill the Government’s requirements for the system. The evaluation criteria is as follows 50 points- Patient Entertainment programming shall consist of at least 80 motion picture titles, with a minimum of 21 titles rotated out of the schedule and replaced by 21 new titles each quarter. All motion pictures shall be appropriately selected and sensitively edited for hospital standards and patient enjoyment. 25 points -The patient entertainment programming shall be delivered via a contractor-provided Digital Media Player that shall provide continuous automated digital education and entertainment at the facility. The Digital Media Player connects to the facility’s head-end/closed circuit television system creating a specified TV channel in which the digital content is distributed. The contractor shall cover any and all maintenance of the Digital Media Player. 25 points- The contractor shall provide a patient program guide that includes a customized schedule of the view times for the motion pictures as developed by the site. The contractor shall designate a full-time Programming Consultant to work directly with The National Institutes of Health (NIH) point of contact to develop a Library necessary to meet their individual needs. Reporting Requirements The media cartridges will be shipped on a quarterly basis to the Rehabilitation Medicine Department, NIH. Government Provided Facilities The Government will provide the Contractor with the necessary facilities to support task completion. Security Any personal data collected and/or used under this Contract is subject to the Privacy Act Clause (FAR 52.224-2). The Contractor will use any Privacy Act information provided by the Government or other Government contractors for the purposes authorized by this Contract only and for no other. The Contractor will not provide the information to any other person or entity, unless explicitly directed. Each person providing service under this proposal will be required to sign a document of understanding stating that he/she understands and will comply with Privacy Act requirements. Section 508 Compliance Section 508 requires that Federal Agencies’ electronic and information technology is accessible to people with disabilities. The Federal Acquisition Regulations (FAR) Final Rule for Section 508 (Accessibility) can be found at: http://www.section508.gov Unless it is an “undue burden” or compliant products or services do not exist, the proposal must comply with Section 508. The contractor should state that they would comply with the requirements of Section 508 or cite a justifiable reason for an exception. If any additional costs for compliance are anticipated, these costs should be identified. For existing systems, the contractor may not be able to identify all costs for compliance if the contractor did not develop that system, but should state that any development performed during the course of this task order will be compliant. Within 30 days of this task award, the contractor should provide a plan for compliance for the system as a whole, including any costs associated with compliance. The following Provisions and Clauses apply: Provision). Provision 52.212-1 Instruction to Offerors/Commercial; 52.212-2 Evaluation- Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions; 52.223-6 Drug Free Workplace, 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332); 52.222-41. In accordance with Federal Acquisition Regulations 52.217.9 Options to extend the Terms of the Contract-Service. The award of this contract shall be for a basic contract period of 12 months and two twelve month option periods which may be exercised at the Government’s unilateral discretion to obtain television and movies services beyond the expiration of the initial period of performance of 02/01/2009 to 02/27/2010. Include your proposed cost for the base year and two option years. The Full text of the Federal Acquisition Regulations (FAR) can be accessed on the internet at www.arnet.gov/far. The offeror may submit the offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form etc) but must include the following information: 1) complete mailing and remittance addresses; 2) discounts of prompt payment if applicable; 3) Dun and Bradstreet no; 4) Tax ID number; 6) Offeror must meet description of services as noted in the synopsis. Offeror shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications/Commercial Items with their offer. Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov). The anticipated award date for this requirement shall be on or about February 1, 2009. The proposal submission must be submitted no later than January 23, 2009 @ 2:00pm local eastern time. The proposal shall include Technical and Cost shall be submitted via electronically to jjackson@cc.nih.gov. The submission must include both the Technical and Cost information.
