Description
The Naval Air Warfare Center Weapons Division, China Lake, intends to enter into full and open competition for the following items: Six (6) sets of Avionics Mechanical Assemblies in accordance with the Statement of Work (to be included in Section C of the solicitation) and Drawing Packages that will be provided upon release of the final RFP. A DETAILED technical proposal will be required (requirements to be included in Section L of the solicitation). The Avionic Mechanical Assemblies are used to test the Avionics Systems. A draft solicitation will be issued to provide for potential offerors to review and comment. The Government is particularly interested in areas where the requirement or proposal instructions appear ambiguous. To receive the draft solicitation please send an email to kristin.ferguson@navy.mil with the subject line N6893609R0027 Draft RFP. All questions and comments to the draft solicitation should be submitted by January 16, 2009 and addressed to Kristin Ferguson. All questions and comments will be considered in preparation of the final solicitation. The final solicitation will be available on or about January 26, 2009. Companies under foreign ownership, control or influe! nce, may not participate in this competition. The solicitation will be posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/. The response shall be in writing to Naval Air Warfare Center Weapons Division, Code 210000D Attn: Kristin Ferguson, 429 E. Bowen Rd., Stop 4015, China Lake, CA 93555-6108. The first delivery shall be 4 months after award of contract, FOB Destination to Naval Air Warfare Center Weapons Division, Point Mugu, CA. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.dla.mi;/ccr/scripts/index.html. Award is scheduled to occur by 31 March 2009. The offeror selected for award will be that offeror determined to be most advantageous to the government based on a best value evaluation. The proposal instructions will be provided in Section L and evaluation criteria will be provided in Section! M of the solicitation.Numbered Note 1 applies.
