Description
Synopsis: The Air Force Research Laboratory at Wright-Patterson AFB, OH has a requirement to run the Industrial Base Information Center (IBIC) for the Air Force Research Laboratory Materials and Manufacturing Directorate, Manufacturing Technology Division (hereafter referred to as the "sponsor"). The IBIC provides timely information about the Defense Technology and Industrial Base to directly support the planning and execution activities of the Directorate and related Government users. This service has previously been provided (2003-2008). The intended non-personal services contract will be for 1 base year and four 1-year options. The contractor shall provide human resources with the necessary training, skills and experience level to maintain and operate an up-to-date, efficient Industrial Base Information Center (IBIC) at Wright-Patterson AFB, OH. The IBIC products are individually tailored for each Government customer to support specific investment and non-investment decisions. Work shall comply with government and local laws and regulations. The contractor shall provide all supervision of all contractor personnel. The contractor shall: • Provide the Air Force a capability to rapidly research industrial base topics for the purpose of identifying current and future impacts to materiel requirements. These topics include, but are not limited to characterizing industrial capabilities, assessing capacity constraints, preparing forecasts of market demand/supply vulnerability and analyzing the financial viability of suppliers within the Defense Industrial Base (DIB). • Be the primary source to identify access, collect and integrate relevant information from multiple government and commercial sources into concise products (reports, tabulated data, and graphics) in support of the sponsor's execution of the Air Force Industrial Preparedness Program (IPP). • Acquire and utilize commercial information sources (on-line data/technical subscriptions) and other materials and/or services to support the overall IBIC mission. • Maintain a repository of generated products, reference sources and supporting data in the appropriate format (paper and/or electronic). • Distribute such information to government individuals and agencies, as authorized by the sponsor. The NAICS code for this effort is 561110, and the size standard for small business is average annual receipts of $7 million. Experience of government personnel and market conditions show that a small business set-aside is warranted. The Request for Proposal is expected to be posted for competitive solicitation the last week of January 2009.
