- The Marine Corps Systems Command (MCSC) is seeking information about Ground Based Air Defense (GBAD) systems that can perform some or all of the core tasks and missions of the Marine Corps Low Altitude Air Defense Battalion (LAAD Bn). This is not a solicitation but a Request for Information (RFI). The request is for information about off the shelf, or nearly off the shelf, systems that can be effectively utilized with current and future Marine Corps and Joint platforms. The request is also inquiring about future systems or sub-systems that will provide enabling capabilities, which may require research and development funding. The technical readiness level and justification of all systems should be indicated with the submissions. In those situations where the Marine Corps is operating outside of the joint force's protective air and missile defense umbrella, it must be prepared to provide a point defense capability against specific air and missile threats to include unmanned aerial systems, cruise missiles, and rotary and fixed wing aircraft, while accepting a level of risk for those threats outside of their defensive capability, i.e. theater ballistic missiles. The objective of this RFI is to seek solutions, technologies, and state of the art approaches that provide advantages over existing platforms by meeting some or all of the following objectives. The functional objectives documented in the GBAD Initial Capabilities Document (ICD) describe desirable system characteristics that allow the recommended system(s) to defend the Marine Corps against maneuverable Low Observable/Low Radar Cross Section threats: -Expeditionary and deployable: The system should be transportable on expeditionary shipping, air transportable by strategic and theater airlift, and have mobility ashore;-Agile and mobile: The system should be maneuverable within the operations environment to maintain the air defense umbrella over the maneuvering forces;-Networked: The system must align with future air defense integration initiatives, including: fire control, combat ID, and Single Integrated Air Picture (SIAP);-Lethal: System should have the capability to defeat the threats mentioned above;-Precise, effective: System should provide 360 degree protection;-Interoperable: During joint force operations, GBAD will serve as an element of the Joint Integrated Air Defense System (JIADS), under control of the Area Air Defense Commander (AADC) with other joint force air defense assets;-Persistent: System should provide 24-hour, day/night, and all weather capabilities;-Flexible: Scalable capability between missions and threats;-Adaptable/Tailorable: System should support austere operations in support of deployed Marine forces as well as integration into the JIADS. The following information is requested for all systems: -The platform and operational concept; -System description of physical and performance characteristics; -Description of system function and possible variants within the context of the system characteristics listed above. For instance, scalable from man portable or part of larger system;-An estimate of overall cost and if research and development is needed;-A Technology Readiness Level (TRL) assessment and accompanying rationale. This RFI is issued solely to obtain information and to ascertain capabilities for planning purposes and does not constitute a Request for Proposal (RFP). Furthermore, the Government does not intend to pay for any information/items, or otherwise reimburse responders for any costs associated with their respective submissions in response to this RFI. Responders are solely responsible for all costs and expenses associated with responding to this RFI. All information received in response to this RFI will be treated as business confidential information; however, any proprietary information MUST be marked as such, on a page-by-page basis. Moreover, in accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Furthermore, please include the willingness of the company to respond to further requests for information. A response to this announcement is not a prerequisite for participation in any future program should such a program develop. No RFP or other formal solicitation regarding will be made from this announcement. Providers of the requested information are asked to respond within 30 days of the announcement.
