Description

The Naval Air Systems Command intends to award a Cost Plus Fixed-Fee (CPFF) Delivery Order under Basic Ordering Agreement (BOA) N00019-05-G-0017 on a sole source basis to ITT Electronic Systems, Clifton, New Jersey for the AESA/ALQ-214(V) 2 Wingman Compatibility Effort -- Phase 2. Phase II efforts include final implementation of software/firmware updates to resolve wingman/interference incompatibilities between the ALQ-214 IDECM and APG-79 AESA production installs. Additional Phase II efforts include delivery of software, technical support at meetings and reviews, and delivery of 17 ALQ-214 3A4 CCAs. This action is being awarded on a sole source basis to ITT Electronic Systems, Clifton, New Jersey. As the sole designer, developer, and manufacturer of the AN/ALQ-214(V) 2 subsystem ITT Electronic Systems is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support this system in a cost effective and timely manner. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” Numbered Notes 22 and 26 apply.
