- THE PURPOSE OF THIS AMENDMENT IS TO CANCEL SOLICITATION NUMBER FA8103-08-R-0359. IT WILL BE REPLACED BY SOLICITATION NUMBER FA8118-09-R-0014 THAT IS ESTIMATED TO BE ISSUED 15 JAN 2009 AND ESTIMATED TO CLOSE ON 13 FEB 2009. CHANGES INCLUDE THE FOLLOWING: LINE ITEM 0001 QTY - BEQ IS 78 EACH PER YEAR, ONE YEAR BASIC WITH FOUR ONE YEAR OPTIONS REQUIREMENTS CONTRACT IS CONTEMPLATED. THIS ACQUISITION IS A 100% SMALL BUSINESS SET-ASIDE. TO: TEXAS AEROSPACE; AIRTRONICS, GULF AEROSPACE AND AERO TURBINE. ITEM DIMENSIONS, WEIGHT, DESCRIPTION AND FUNCTION OF ITEM: HEIGHT 4.3 INCHES, WIDTH 3.5 INCHES, LENGTH 4.2 INCHES AND WEIGHT 1.3 POUNDS. FUNCTION: THE BUTTERFLY VALVE PROVIDES POSITIVE OPEN AND CLOSE FUNCTION FOR CONTROL ENGINE BLEED AIR TO THE PRIMARY HEAT EXCHANGER EJECTORS. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The solicitation will be available for download on the release date from Federal Business Opportunities website www.fedbizops.gov. Additional information may be obtained from the Source Development Office, OC-ALC/BC, 3001 Staff Drive, Ste# 1AC85A, Tinker AFB OK 73145-3009. THE GOVERNMENT IS NOT REQUIRED TO DELAY CONTRACT AWARD TO REVIEW PENDING SOURCE APPROVAL REQUESTS (SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. If the Government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed for possible source approval for future awards. All responsible sources may submit a bid, proposal or quotation, which shall be considered by the agency. HOWEVER, AWARD WILL NOT BE WITHHELD AWAITING QUALIFICATION.
