United States Postal Service Request for Information January 06, 2009 RFI Number: UAASecDest Posted Date: 1-06-09 Response Date: 1-20-09 Contracting Office Address USPS Eastern Services CMC – Memphis 225 N. Humphreys Blvd. Room 1089 Memphis, TN 38166-6260 Scope & Objective The United States Postal Service is seeking information regarding secured document destruction. The documents to be destroyed will be First Class mail that, for whatever reason, can not be delivered. Background It has been the USPS practice to return all First Class Mail, which can not be delivered, to the original sender. This practice exacts a cost from the Postal Service for each piece of mail returned. The Major Mailers Association in conjunction with the USPS has agreed that a secured destruction process for First Class Mail which the sender does not want returned will not only provide cost savings to the USPS but also the MMA members that would normally be required to destroy the returned mail once received. The USPS is seeking a process that provides a verifiable custodial audit trail for the destruction of the documents and provides protection from identity theft for its customers. RFI Synopsis The RFI submitter is expected, at a minimum, to respond to the following questions with accurate, detailed and complete responses. The submitter must also provide any other pertinent information relating to their secured destruction process. 1.Are you NAID certified? 2.Describe in detail your employee background check process. 3.Describe in detail your employment verification process. 4.Are employees required to sign a confidentiality agreement? 5.Describe in detail your pre-employment and post employment drug screening program. 6.Describe any training provided for your managers to detect substance abuse. 7.Can you provide both mobile and on site destruction services? 8.For off-site destruction, how long is material held before being destroyed? 9.Describe in detail your custodial audit trail for secured document destruction. 10.Provide a detailed description and flow chart of the document destruction process beginning with the document entering your receptacle at the USPS facility through the recycling or disposal of the destroyed material. Include your ability to meet HIPAA, FACTA or other government privacy standards. 11.Provide the waste management approach to be used for the shredded materials. (i.e. recycling, composting, incineration, land disposal strategy) 12.Provide the shredding capacity, and speed specifications for your equipment used to destroy paper media. 13.Describe the shredding vehicles in your fleet and their security features. 14.What proof do you provide that documents were destroyed? 15.With respect to destruction of paper documents, please provide the destruction methods employed. For any shredding process, please provide the range for the width and length of the resulting shredded paper. 16.Does your company have the ability to securely destroy confidential media other than paper? If so please describe, including recycling options. 17.Describe the range of containers that your company can place at our facilities? Do you have the capacity to provide custom containers? 18.Provide insurance coverage information for general liability and workers compensation. 19.Provide any rents, charges or other fees involved in the placement of containers. 20.Provide a typical implementation plan with measurable milestones. 21.Provide your support mechanism for the USPS account. This should include a single point of contact name, contact numbers, location of support personnel, hours of availability, services available, and hierarchy for problem solutions. 22.Describe the USPS right to audit the complete process with both internal and/or external audit personnel. 23.State whether or not you are a small, minority or woman owned business or provide the percentage of small, minority or women owned subcontractors you employ. 24.Provide the types of standard reports available through your company. Further information/details may be requested based on initial submittals. This request for information (RFI) is for planning purposes only and shall not be considered as a request for proposal or as an obligation on the part of the USPS to acquire any products or services. The Postal Service does not intend to award a contract on the basis of this RFI or to pay for the information solicited. All information contained in this RFI is preliminary, as well as subject to modification, and is in no way binding on the USPS.
