Description
This is a combined synopsis/solicitation for the acquisition of commercial supplies prepared in accordance with the format in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). All prospective quoters are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. The solicitation number is N00604-09-T-0139. This solicitation is being issued as a Request for Quotations (RFQs), for a Firm Fixed Price (FFP) contract and incorporates provisions and clauses in effect through FAC 2005-29 and DFARS Change Not! ice 20081124. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html. The NAICS code is 333298 and the Small Business Standard is 500 Employees. This is a 100% Small Business Set-Aside. The Regional Contracting Department, Pearl Harbor, Hawaii requests responses from qualified sources capable of providing: ITEM 0001, two (2) each Skid Mounted Steel Grit Machines w/Classifiers with (closed-loop vacuum recovery sys). Please note attached performance work statement (PWS) for detailed description. Salient characteristic for the Skid Mounted Steel Grit Machines with Classifiers with (closed-loop vacuum recovery sys) include: Self -cleaning rotary screen separator, secondary air wash separator, continuous closed-loop vacuum recovery system, two (2) vacuum rated (-30" Hg) dust collectors with a particulate removal efficiency of 99.9% at 0.5 micron, air, requirements for pulse cleaning system, 18 CFM @90-100 PSIG, electric/pneumatic control center, 120volt AC, 1 phase, control system, skid mounted, fork lift pockets and four (4) certified top mounted lifting eyes for handling by overhead crane, 4-outlets, 30 cubic feet (24 tons capacity minimum), 150psig rated ASME certified blast vessel, alternate vacuum connection, trash chutes to 55 gallon drums, and hopper dump valves for quick draining of hopper. Units located in basin of Drydock to produce no more than 84 decibels of noise that meets (ref. a), measured at a distance to be determined by Code 106.1 upon request around the outside of the blower units when units are in use.Rental services shall include 24/7 on-site repair technician services; if unit(s) become inoperable at any time during the rental period. Technicians shall be on call and shall be on-site within four (4) hours of initial trouble call during working hours day, nights, weekend and holidays. See PWS paragraph 3.5 for further details.Period of performance is 2 February 2009 through 3 August 2009 (six months duration). Quote is to be F.O.B. If the Contractor does not want his unit prices released, then he shall submit his proposal with the appropriate legends regarding the data, and explain in detail why such data cannot be released as a public record under FOIA. NPZ L331 REVIEW OF AGENCY PROTESTS (FISCPH) (2000) (a) The contracting activity, Fleet and Industrial Supply Center, Pearl Harbor (FISCPH), will process agency protests in accordance with the requirements set forth in FAR 33.103(d). (b) Pursuant to FAR 33.103(d)(4), agency protests may be filed directly with the appropriate Reviewing Authority or a protester may appeal a decision rendered by a Contracting Officer to the Reviewing Authority. RENTAL (JAN 2009) The Government will pay rent for the property at the rental specified herein. In the case of property rented at a monthly rental rate, the rent shall begin with respect to such property at the beginning of the term of this lease, and shall continue to the date on which this lease expires or is terminated with respect to said property; and rent accruing during the month of delivery of any property and the month of return of any property to the Contractor shall be prorated on the basis of a thirty day month. No rent shall accrue with respect to any property furnished by the Contractor which the Contracting Officer determines is not of satisfactory quality or in good operating condition, under the terms of the clause entitled "Condition of the Rented Property", unless and until such property is replaced or the defect or defects are corrected. No rent shall accrue with respect to any property during any period when such property is unserviceable or during any period when such! property is unusable as a result of the failure of the Contractor to render services in connection with operation and maintenance of the equipment as hereinafter required. (Local Clause C7F004) CONDITION OF RENTED PROPERTY (JAN 2009) The contractor shall furnish rented property which is of good quality and in first class operating condition, and the Government shall promptly inspect and accept or reject said property. If the Contracting Officer determines that the rented property furnished hereunder is not of satisfactory quality or in good operating condition, the contractor shall promptly replace same upon receipt of written notice of such determination by the Contracting Officer. If the contractor fails to replace the rented property in accordance with the determination of the Contracting Officer the Government may: (i) by contract or otherwise replace or correct such property and charge to the contractor the cost occasioned the Government thereby; or (ii) terminate the contract for default as provided in the clause of this contract entitled "Default." (Local Clause C7F005) RESPONSIBILITY FOR RENTED PROPERTY (JAN 2009) Except for reasonable wear and tear, the Government agrees to return the rented property in as good condition as when received, provided, however, if the rented property is operated by an employee of the contractor, the Government shall not be liable for damage to the rented property incident to such operation.
