Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is a Request for Quote (RFQ) number W911WN-09-T-0006 in accordance with FAR 52.219-6, this requirement is 100% Set Aside for Veteran Owned Small Business concerns. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. The NAICS is 332611; Small Business Standard is 500 employees: Any resultant contract shall be Firm-Fixed Price, and one award is anticipated. IAW FAR 52.247-34, shipping is FOB Destination; Inspection and Acceptance is at Destination, Pittsburgh Engineering Warehouse and Repair Shops (PEWARS), 3500 Grand Avenue, Neville Island, PA 15225-1584. Contractor shall provide a quantity of Three Hundred (300) Spring Disks. Please see attached specifications. Please provide delivery schedule. The following FAR clauses and provisions apply to this acquisition: Offerors must comply with the following commercial item terms and conditions: FAR 52.212-1 INSTRUCTIONS TO OFFERORS: Commercial, applies to acquisition. Evaluation will be made in accordance with FAR 52.212-2, Evaluation of Commercial Items,; Evaluation criteria are price, Buy American Act; including FOB Destination delivery terms. Contractor must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items. FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. All FAR and DFARS clauses and provisions necessary to submit an offer (52.212-3, 252.212-7000) may be accessed at: https://www.bpn.gov/ and http://farsite.hill.af.mil/. The following FAR and DFARS clauses and provisions shall apply to this acquisition: 52.211-17, 52.219-27, 52.252-2, 52.204-7, 52.247-34, 252.204-7004 ALT A, 252-225-7000, 252.232-7010, 252.243-7001. The FAR clause 52.212-5 and paragraphs (a) and (b) therein, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Jan 2005) paragraph (b), shall apply to this acquisition: 52.203-6, 52.219-8, 52.219-14, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33, 252.204-7006, 252.225-7001, 252.225-7002. Company must be CCR registered on Central Contractor Registration (CCR) before an award will be made. CCR may be accessed at http://www.ccr.gov. DESCRIPTION/SPECIFICATIONS FOR BELLEVILLE SPRING DISKS 1. SCOPE. This specification is for the manufacture and supply of Spring Disks stock number 0286. The Spring Disks shall be supplied in accordance with the following specifications and details supplied on drawing number 0286SN.DGN. 2. MATERIALS. The materials should conform to the following requirements. Structural Steel, ASTM A506, Grade 6150 3. MACHINE WORK REQUIREMENTS. All workmanship shall be of the highest grade in accordance with the best modern practices to conform to the specifications for the item to be furnished. All similar parts shall be interchangeable. All sharp edges and corners shall be broken. 3.1. Fabrication. Each Spring Disk shall be made of one continuous piece of steel. The dimensions of the Spring Disks shall be as shown on drawing 0286SN.DGN. 3.2. Dimensions and Tolerances. Tolerances for machine-finished surfaces designated by non-decimal dimensions shall be within +/- 1/64-inch unless otherwise noted on drawing 0286SN.DGN. 3.3. Finished Surfaces. Surfaces, symbols, and finishes indicated on the drawing number 0286SN.DGN or specified herein, shall be in accordance with ANSI B46.1, Surface Texture (Surface Roughness, Waviness and Lay). Values of required roughness heights are arithmetical average deviation expressed in micro inches. These values are maximums. Lesser degrees will be satisfactory unless otherwise indicated on the drawings. Compliance with surface requirements shall be determined by sense of feel and visual inspection of the work compared to Roughness Comparison Specimens in accordance with the provisions of ANSI B46.1. Values of roughness width and waviness height shall be consistent with the general type of finish specified by roughness height. Where the finish is not indicated or specified, it shall be that which is most suitable for the particular surface, provide the class of fit required, and be indicated on the shop drawing by a symbol which conforms to ANSI B46.1 when machined finishing is provided. Flaws such as scratches, ridges, holes, peaks, cracks or checks which will make the part unsuitable for the intended purpose will be cause for rejection. 3.4. Protection of Finished Work. Machined surfaces shall be thoroughly cleaned of foreign matter. All finished surfaces shall be protected by suitable means. Finished surfaces of ferrous metals shall be washed with an approved rust inhibitor and coated with an approved rust resisting compound for temporary protection during fabrication, shipping, and storage periods. 4. CERTIFICATION OF COMPLIANCE. Certificates of compliance shall be submitted for all items demonstrating compliance of materials with the specification requirements. The certificate(s) shall verify that the supplied material complies with the established standards for physical and chemical properties for the material specified. Each certification shall be signed by an authorized official of the manufacturing company and shall contain the name and address of the contractor, the contract number and the quantity and date(s) of shipment or delivery to which the certifications apply. 4.1. Reports. Certified reports for material tests and analyses shall be submitted in duplicate for approval. Test reports for material tests and analyses shall be identified for specific lots and items prior to their use. 4.2. Shop Drawings. Four copies of each shop drawing of the Spring Disk shall be submitted for approval. Each shop drawing shall include a bill of materials. The shop drawings shall include all necessary dimensions, tolerances, surface finish and other information required for fabrication of the disks. 4.3. Computations. Design computations for the Spring Disks shall be submitted in duplicate for approval. These computations shall include (as a minimum), stress analysis of a disk at the locations A through D as shown on drawing 0286SN.DGN, Stress Analysis Locations detail, at 10 percent increments of the load that would flatten the disk, and a graph demonstrating displacement of spring assembly (25 disks in series) vs. load. 4.4. Grease. The contractor shall provide the Government with a suggested grease to be used with the final Spring assembly. The grease information shall include a description of the grease (base material), manufacturer, known supplier, and a material safety data sheet. 4.5. Surface Protectant. The contractor shall provide the Government information concerning the method used to protect the surface of the Spring after fabrication and during shipment. 4.6. Assembly Instructions. The contractor shall provide the Government instructions on how the designed Spring Disks shall be assembled in order to obtain the required assembled strength and pre-load. 5. PACKAGING. The Spring Disks shall be protected to the extent necessary to prevent damage during shipment. The contractor shall repair all damage incurred due to inadequate protection. The contractor shall provide all materials required for the protection of the Spring Disks during shipment. 6. SHIPPING. The contractor shall deliver the Spring Disks to the Pittsburgh Engineering Warehouse and Repair Shops (PEWARS) located at 3500 Grand Avenue. Neville Island, PA 15225-1584. Delivery of the Spring Disks shall be between 0800 and 1530 hours Monday through Friday.
