NSN: 4210-00-965-1115 DRY CHEMICAL FOR FIRE EXTINGUISHERS: Shall have the following characteristics: Dry chemical fire extinguishing powder Composition – ammonium dihydrogen phosphate The composition of the powder shall meet the requirements of table I. Inert water insoluble ingredients and active water soluble ingredients added to increase the overall fire fighting effectiveness shall be nontoxic and shall not give off toxic vapors when subjected to intense heat. The moisture content requirement test parameters are relative humidity of 50% or less, temperature of 70°F ± 5°F, and exposure in a closed desiccator for 24 hours using ACS reagent grade H2SO4 as a drying agent. The hygroscopicity test parameters are exposure in a humidifier with circulating air for 48 hours, 78% RH, and temperature of 70°F ± 5°F. Particle size distribution of the dry chemical powder shall be in accordance with table II. The Government reserves the right to require proof of such conformance. MARKING: Shipments to GSA and other civilian agencies shall be marked in accordance with FED-STD-123. Shipments to the Department of Defense (DOD) shall be marked in accordance with MIL-STD-129. SPECIAL MARKING shall include: 1) Lot or Batch number. 2) Date of manufacture and date of reinspection sixty (60) months after date of manufacture. 3) Instructions for use. 4) All items packed in open head pails of 4 to 6 gallon capacity shall have the pails marked with Child Drowning Warning Labels to comply with ASTM F1615. PREPARATION FOR DELIVERY: The item(s) shall be packaged and packed to afford adequate protection against physical damage during shipment from the supplier to the first receiving activity. The pack shall comply with the rules and regulations applicable to the mode of transportation. The package shall be the same as that normally provided by the supplier. In the event a pallet or skid is used for shipping, the following notice shall apply: Notice of special requirements for shipment to all countries that have endorsed the IPPC Guidelines for treatment of non-manufactured wood packaging: The International Plant Protection Convention (IPPC) has approved and published on March 15, 2002, “Guidelines for Regulating Wood Packaging Material in International Trade.” Countries endorsing the IPPC Guidelines are found at http://www.aphis.usda.gov/ppq/swp/. Clause D-FSS-468 requires non-manufactured wood pallets and other non-manufactured wood packaging material used in shipments destined to IPPC compliant countries require the appropriate wood treatment. Additionally, shipments delivered to DOD distribution facilities or freight consolidation points for eventual delivery to or through EU/IPPC countries shall comply with applicable DLA Regulations and Procurement Letter PROCLTR 02-17. DATA SUBMISSION: The material safety data sheet (MSDS) shall be submitted in accordance with the latest revision of Federal Standard No. 313. For shipments to GSA distribution centers or Customer Supply Centers, the contractor shall provided one copy of the MSDS inside or affixed to the outside of each transport package (as defined in paragraph 1 of FED-STD-123), if affixed outside, the MSDS must be placed in a weather-resistant envelope.
