- The DoD Joint Project Manager for Decontamination (JPM-Decon) is conducting a market survey to identify chemical and biological decontaminants that meet the U.S. Army Center for Health Promotion and Preventive Medicine (USACHPPM) civilian related chemical warfare agent exposure levels for chemical and biological defense. The JPM-Decon Program Office requests information on decontaminants with chemical efficacy comparable or superior to current decontaminants (e.g. HTH, STB, DF-200), and which have a reduced logistical burden, and are compatible with current applicator systems (specifically JSTDS-SS) and common military materials (i.e. CARC, metals, plastic, and rubber). JPM-Decon is only interested in decontaminants that are commercially available. Information received as a result of this RFI will be evaluated by JPM-Decon and may lead to procurement of selected candidates for evaluation and assessment using Simplified Acquisition Procedures (SAP) as specified in the Federal Acquisition Regulation (FAR). Decontaminants proposed in response to this RFI will be evaluated according to evaluation criteria that can be downloaded at https://www3.natick.army.mil/upcoming.cfm. Selected decontaminant solutions will undergo phased qualification testing and evaluation by the Government. All procurements by the Government for this activity are planned to be conducted using SAP. Sources interested in being considered for this effort are requested to download and complete the Future Decontaminant questionnaire which can be found at https://www3.natick.army.mil/upcoming.cfm and provide additional documents as specified, to explain the capabilities of the decontaminant. Please pay special attention to the list of Mandatory Documents that will be used to substantiate responses to this questionnaire. The questionnaire covers technical performance, JSTDS-SS compatibility and logistical parameters for the decontaminant. This RFI may be used to procure products to undergo independent Government evaluation for future production. This is not a developmental effort. All solicitors must provide evidence that their decontaminant product meets commercial standards. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Responses to this RFI are not offers for contract and will not be used by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Vendors having products that they believe would be suitable for military decontamination operations as described herein shall submit hard copies and/or an electronic copy of the attached questionnaire and other documentation deemed appropriate. No telephonic responses will be considered. Interested parties shall submit information directly to the Decontamination Family of Systems (DFoS) Director of Programs - Victor Murphy, victor.murphy@usmc.mil ; (703) 617-2413, by February 16, 2008. An Industry Day for Decontaminants to discuss this RFI, questionnaire, draft decontaminant evaluation criteria and the Governments planned acquisition strategy is scheduled for January 13, 2008. Attendance at this conference is not ma mandatory and will not affect product consideration by the Government.
