- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. STATEMENT OF WORK - 10th SFG(A) Tactical Athlete Development C1.1 General C.1.1. Scope of Work. The contractor shall provide all direct labor, training material, supervision of trainers, facilities, and all other items and services (not specifically identified herein to be Government-furnished), necessary to conduct strength & conditioning training focused on enhancing the physical readiness of 18-series Special Forces (SF) soldiers. Training shall be focused towards optimal human performance and athletic conditioning for Tactical Athlete Development (TAD). TAD shall be conducted for authorized Government designees (hereafter to be referred to as trainees) from the US Army Special Operations Command (USASOC), 10th Special Forces Group (Airborne) (SFG(A)) Fort Carson, Colorado. C.2. Requirement C.2.1. The contractor shall conduct TAD training for 10th SFG(A) during the period of 01 October 2008 thrugh 01 October 2009. Training shall be conducted at a contractor-provided off-site training facility. The contractor shall propose and provide a suitable and safe location for the training. Training location and specifics shall be included in the contractors proposal. The proposed location will be evaluated and the cost to the Government will be considered in the best value determination. C.2.2. The contractor shall coordinate with the authorized Governments Representative (refer to paragraph C.12.) for scheduling the dates and authorized trainees eligible (refer to paragraph C.6) for TAD. C.2.3. The contractor shall provide each trainee with one 1-2 hour training session up to 5 days per week. Additional training shall be made available on a case-by-case basis. C.2.4. Individual trainees will be responsible for any fees or charges incurred for goods and services provided outside the scope of the contract. C.3. TAD Training. Comprehensive strength & conditioning training shall be developed to enhance operational fitness; including, but not limited to, operational skills (obstacle negotiation & movement techniques), strength, conditioning, nutrition, and wellness tailored to the individual/group mission (military freefall, dive, mountain, etc.) as appropriate, in the same fashion as sport-specific training for professional athletes. Training will include human performance evaluation/assessment, program design, implementation, supervision, and instruction of all trainees. C.3.1. TAD training shall be provided to individual and team trainees on a regular basis as the trainees schedule permits. The Government anticipates this training will consist of not more than 5% classroom instruction and not less than 95% practical strength & conditioning exercise training to mastery of the skills taught. The contractor shall permit the authorized Government representative to participate in training upon request. C.3.1.1. The contractor shall possess all federal, state and local licenses, registrations, insurances and certifications required for conducting strength & conditioning training. Contracted trainers will possess, at a minimum, the national standard strength coach Certified Strength & Conditioning Specialist (CSCS) credential. Contractor shall have experience working with elite-level operational forces; i.e. Rangers, Special Forces, SWAT, etc. C.3.2. Training Description. The following are the minimum required services (and brief description) for inclusion in the TAD program of instruction needed to satisfy the Governments training requirement. A.Strength training. Trainees shall include strength training exercises, including but not limited to, Olympic lifting techniques. B.Conditioning training. Training shall include general conditioning and endurance exercises. C.Speed training. Training shall include exercises to improve speed of movement and speed of performance related to operational tasks. D.Agility training. Training shall include exercises to improve agility and proprioception skills. E.Flexibility training. Training shall include dynamic and static exercises to promote optimal flexibility. C.4. Testing. The following are the minimum required evaluations (and brief description) for inclusion in the TAD evaluation needed to satisfy the Governments evaluation requirement. Testing shall be performed on all trainees prior to participating in training and not less than once every 6 months. The contractor shall permit the authorized Government representative to participate in testing of trainees upon request. A.Fitness testing. Fitness testing shall include, at a minimum, VO2-max and accelerometer for all trainees. B.Motion analysis. Motion analysis, to include the Functional Movement Screen (FMS), shall be performed on all trainees. C.Body composition analysis. Body composition analysis shall be performed on all trainees. C.5. The contractor shall provide all training material, facilities, and all other items and services (not specifically identified herein to be Government-furnished), necessary to conduct TAD training. The contractor shall provide a sufficient number of trainers and volume of equipment needed for the number of trainees. C.5.1. Facilities and equipment required: A. Olympic training platforms and racks for Olympic weight lifting. B. Cardio training equipment (including treadmills, steppers, elliptical trainers, and bikes) C. Free weights (including barbells, weight plates, and dumbbells). D. Plyometric training equipment E. Fitness testing & evaluation equipment (VO2 max, flexibility, power) F. Movement analysis equipment (FMS). G. Area for agility and speed training (indoor and/or outdoor training field). H. Suspension training equipment (TRX, Jungle Gym, gymnastic rings, or similar) C.6. Authorized Trainees. Trainees authorized by the Government to participate in the training will be determined by the authorized Government representative. Names will be provided to the contractor on a weekly basis. Initial appointments will be scheduled through the authorized Government representative. C.6.1. Training, under this contract, is intended for 18-series qualified SF soldiers only. The authorized Government representative will consider support personnel on a case-by-case basis (those selected for Ranger school and or SF selection will be given priority).. C.8. Proximity to post: To minimize impact on military training, contract facility shall be within 10 miles of the 10th SFG(A) compound (located at 7601 Bad Toelz Rd, Fort Carson, CO 80902) C.9. Limitations and scope. The following are limitations regarding the TAD program. A. Advertising and promotional materials. The contract facility shall be prohibited from using 10th Special Forces Group (Airborne) or any specific references to the military unit trained in advertising and promotional materials. B. Publication and research. The contract facility shall be prohibited from using the results of fitness, movement, and body composition evaluations and analysis from the Governments trainees to publish research. C. Medical care. 10th SFG(A) Surgeon and organic medical assets including physicians, physicians assistants, physical therapists, dentists, and psychologists are solely responsible for the medical care of 10th SFG(A) personnel. 1. The contractor shall be prohibited from providing medical guidance, medical care, physical therapy, rehabilitation, or other health-care related services other than nutritional counseling unless specifically approved by the 10th SFG(A) Physical Therapist. 2. Referrals. Contractor shall be prohibited from referrals for strength, conditioning, or rehabilitative care for 10th SFG(A) soldiers that is requested from non-10th SFG(A) providers and medical specialists to include but not limited to Spine surgeons, Orthopedic surgeons, Orthopedic Physicians Assistants, Podiatrists, Occupational Therapists, Physical Therapists, and Dietitians unless previously approved by the authorized Government representative (10th SFG(A) Physical Therapist) on a case-by-case basis. 3. Athletic Training. Contractor shall be prohibited from providing Athletic Trainer services unless specifically approved by the authorized Government representative (10th SFG(A) Physical Therapist) on a case-by-case basis. Documentation of all pre-approved Athletic Training services shall be provided to the 10th SFG(A) Physical Therapist within 24 hours. C.10. After Action Review (AAR). The contractor shall provide trainees a method of providing feedback or training evaluation at the completion of training. A copy of these AARs shall be made available to the authorized Government representative upon request. C.11. Deliverables: The contractor shall provide the training in accordance with the following: A.Quantity. Provide sufficient training slots for Government personnel in the prescribed training. Training should accommodate no less than three 12-man teams per 1-2 hour session. No less than four sessions per day. Training days shall be available five days per week, excluding weekends and holidays. B.Projected schedule. The Government requires at least 1 month advance notification of limitations to availability of training facilities. C.12. Designated Government representative. The designated Government representative for scheduling training iterations, coordinating attendance and issues, as well as, completion of the AAR(s) shall be the 10th SFG(A) Physical Therapist (PT). The 10th SFG(A) PT shall act on behalf of the 10th SFG(A) Surgeon and subordinate unit medical providers (10th SFG(A) Battalion surgeons) in all matters regarding use of the contract facility. These products must comply with the Buy American Act (100% manufactured in the USA; and at least 51% of the cost of materials made, fabricated, purchased must be MADE IN THE USA.) In addition, in accordance with FAR Part 19.001, these products must be in compliant with the nonmanufacturer rule, which means: that a contractor under a small business set-aside or 8(a) contract shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern (see 13 CFR 121.406). Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items. FAR 52.212-1 is supplemented per following addenda: Contractor shall submit their quote on company letterhead, provide solicitation number, the time specified in the solicitation for receipt of offers, name, address, and telephone number of the offeror, unit price, an over all total price, a technical description of the item being offered in sufficient detail to evaluate compliance with the requirements in the solicitation, any discount terms, cage code, DUNS number, size of business, acknowledgement of solicitation Amendments (if any), warranty information, shipping/handling charges (must be specified), FOB (destination or origin, if not specified, destination will be default). The provisions at 52.212-2, Evaluation--Commercial Items apply to this acquisition. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be made on the basis of determining the technically acceptable offer with the lowest evaluated price which meets or exceeds the requirements. Offers will be evaluated on a pass or fail basis to determine whether the proposed part numbers meets the salient physical, functional, or performance characteristics. Contractors that are bidding shall include in your offer descriptive literature such as illustrations, drawings, or a clear reference to information readily available to the Contracting Officer in order to verify the equivalency of the quoted products. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. If an offer cannot comply with every requirement, that offer will not be considered technically acceptable. Award of the purchase order will be made to the technically acceptable offer with the lowest evaluated price. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so.
