Description
Negotiated Design/Build Services; Offers will submit a design with a construction proposal for to remove and replace an underground storage tank (UST) which is a diesel fuel tank. Defueling the tank will be required. Once a design/construction proposal is awarded a contract, the contractor shall provide all labor, material and equipment to remove the existing tank (after defueling) and install the new tank, at the VA Medical Center, Sheridan, Wyoming. Work will include (but is not limited to) demolition, earth work, site work, electrical, mechanical, and other work to as required to complete the UST removal and installation. All work shall be completed in accordance with all Federal, State, DEQ, and OSHA regulations. This UST is a fuel supply for an emergency generator that services B71N which is the main medical building of the Medical Center. The Joint Commission for the Accreditation of Hospitals (JCAHO) stipulates that emergency generators must have enough fuel storage to run at full capacity for 72 hours and the present tank is undersized and will not meet this criterion. The present generator is 400KW with a 500 gallon underground diesel tank. During the last emergency the generator ran 32 hours before depleting its fuel supply. The tank presently is located in an area that is congested with other utilities and it is adjacent to a reinforced heated concrete entrance drive that is used by a portable MRI that is trucked to the Medical Unit weekly. The edge of the heated pad may be affected by this project. The portable MRI arrives weekly on Wednesday night and leaves after work hours on Thursday. Construction can not interfere with medical center operations and access must be maintained at all times to the heated pad and roads. The present tank does meet DEQ requirements for containment and monitoring requirements of DEQ. The new design and installation shall meet all EPA and DEQ laws. This procurement is 100% set aside for Service Disabled Veteran Owned Small Businesses. The estimated dollar value of this procurement is between $100,000.00 and $250,000.00.
