- ***** ANSWERS TO QUESTIONS POSED “Access to the JOC requires as least a security clearance of SECRET. Obtaining security clearances is the responsibility of the contractor.” Is this clearance required for all staff who may work on this project, or for specific staff who will work onsite at the JOC (if any). This is not a requirement we have obtained before. We run routine background checks on all our employees, but have not sought any federal clearances before. Could you please provide information on how to start this process? Security Clearances ANSWER: Per the JOC commander, "personnel onsite must be screened by the provost marshal. So we would need to see the results of their background checks. I think that would be a good compromise." Accordingly, for situations involving personnel without Secret clearances, background check data would need to be forwarded to us for all onsite personnel, either via this e-mail address, or via postal services: ATTN: Scott Katherman, 2452 Fairview Dr., Carson City, NV 89701. “Technical questions and industry responses are to be sent via email to Scott Katherman at scott.katherman@us.army.mil.” Do we also need to mail a hard copy of our response? Technical Questions ANSWER: It is sufficient to send questions to my e-mail address, and I forward said questions to the technical representatives. Hard copies at this time are not required. “Interested parties possessing the capacity/capability to deliver the above-outlined product and meeting the requirements are requested to provide a White Paper…” Do you have a particular format you would like for us to follow? Is there any page limitation? White Paper Format ANSWER: There is no required format; however, it would be best to use the typical new project format (i.e. Description of the problem as understood by the vendor; organizational overview; proposed project timelines; qualifications; outcomes; evaluations; funding; past projects (much emphasis). Ensure the aforementioned questions and any other questions and issues from the RFI are addressed. POSTED: 29DEC08 *****
