- STATEMENT OF WORK C.1 General Information •1.1 The District of Columbia Pretrial Services Agency (PSA) has a requirement for custodial services at two of its sites located within the Metropolitan Police Department at 300 Indiana Avenue, N.W., Washington D.C. 20001. Specifically, the Forensic Toxicology Laboratory located on the 6 th Floor, West Wing, Suite 6150 consists of approximately 10,000 square feet: and the Specialized Supervision Unit located in Suite 1136 which consists of approximately 3,000 square feet for an estimated total of 13,000 square feet •1.2 The Contractor shall provide all labor, material and equipment except that listed as Government Furnished, to provide custodial services at 300 Indiana Avenue, N.W., Washington, DC 20001, Suite 6150 and Suite 1136 in accordance with the requirements specified herein, on a firm-fixed price basis. •2. Personnel 2.1 Due to the sensitive nature of the material handled by employees of the D.C. Pretrial Services Agency, each contract personnel must undergo a preliminary background investigation and fingerprinting prior to accessing a PSA facility. They must complete a preliminary background investigation form in its entirety. If any employee is found ineligible to work at the facility due to information discovered on the background investigation, the contractor is required to continue without a decline in services. If the investigation reveals a conviction or a misdemeanor or felony charge(s), the contract personnel will not receive a clearance and access to PSA facilities and will be denied. If the investigation reveals any prior criminal activity, the Agency head will determine whether or not the contract employee will receive a clearance to access PSA facilities. A) A current list of all employees working with PSA shall be provided to the respective agency's COTR. This list shall be kept current at all times. Any changes to the list shall be provided to the COTR with in two (2) business days of the change. 2.1.1 The Contractor shall ensure that all direct staff is knowledgeable of PSA contract requirements and that a copy of the Statement of Work is readily available for their review. 3. Description of Services 3.1 General Cleaning: At a minimum, the Contractor shall provide personnel for cleaning from approximately 12:00 P.M. to 5:00 P.M., Monday through Friday, excluding weekends and holidays. Waiting rooms, Conference rooms, Group rooms, Storage rooms, and Bathrooms, shall be cleaned in the following manner each day or as specified: The contents of each wastepaper basket shall be emptied each day and replaced in its original position. The mobile trash container shall be brought to the door of the room and not transported across the room to the wastepaper basket. Each wastepaper basket shall be lined with a suitable sized plastic bag of sufficient durability and thickness to prevent liquids from leaking through the bag. When each bag is filled or when all trash is collected, each bag shall be sealed and put directly in designated receptacles located in the basement of 300 Indiana Avenue, N.W. All trash removed from the sites shall be placed in plastic bags or sufficient thickness and durability to prevent liquids from leaking through them. Furniture, including but not limited to bookcases, file cabinets and windowsills shall be dusted with a treated dust cloth weekly. Dust Venetian blinds weekly Dust, dirt and debris shall be removed from the floor areas, and floors shall be damp mopped daily with a neutral cleaner. All glass doors, and glass inserts in wooden doors shall be spray cleaned with steak fee glass cleaner and wiped dry weekly. •3.1.1 Restroom Maintenance: The Contractor shall provide experienced personnel to perform the following tasks at the intervals specified. The restrooms must be cleaned in the following manner once day/night based on the hours of 12:00-5:00 P.M. Each soap, towel, toilet tissue, and seat cover dispenser shall be checked and filled. Restrooms with missing or malfunctioning dispensers shall be reported to the COTR who shall arrange for replacement or repair. Each toilet tissue, towel, soap, lotion, and seat cover dispenser, and trash receptacle, mirror and shelf shall be washed and wiped dry and spotless. Each ledge, grill heater, etc. shall be dusted. All floors shall be swept clean and all foreign substances, such as gum or tar, shall be removed. All floors shall be mopped daily using a quaternary type germicidal detergent/disinfectant. Each wastepaper container shall be emptied and all paper and trash removed from the floor. Paper towel waste receptacles shall be emptied and the contents disposed of in receptacles provided by the building management. Each sink basin shall be cleaned thoroughly using a germicidal cleaner. Chromium fixtures shall be dried and polished with a wiping cloth. The complete interior surfaces (to include crevices of each toilet and urinal) shall be thoroughly cleaned using a toilet brush and germicidal solution. Each fixture shall then be flushed and a cup of germicidal solution shall be poured into each fixture and left standing. Walls and floors adjacent to urinals shall be cleaned using a germicidal solution to eliminate stains, odor and encrustation. Each toilet seat shall be washed with a sponge and germicidal solution, rinsed with clean water, wiped dry and left in a raised position. All exterior porcelain shall be damp wiped with a germicidal solution. Chromium fixtures shall be damp wiped clean, dried and polished with a wiping cloth. All walls, partitions and doors shall washed, rinsed and damp wiped, as necessary to remove stains. Scouring powder shall not be used on chromium or stainless steel fixtures. Traps shall be maintained free from doors at all times. The Contractor's personnel shall use particular care when transporting buckets across carpeted areas. Only when it is absolutely necessary should water be transported across the carpet. The contractor will be held responsible for the cleaning or replacement of carpet damaged due to the spillage of water or cleaning agents. All toilets, including private toilets, shall be serviced once daily. between the hours of 12:00 and 2:00 pm. •3.1.2 Floor Maintenance: The Contractor shall provide experienced personnel to perform the following tasks at the intervals specified. Carpet Care: All carpeted areas shall be vacuumed twice weekly-on Tuesday and Thursday. The Contractor shall use such equipment as is necessary to vacuum the corners of the carpet and underneath low furniture and equipment. Carpet shall be vacuumed in such a manner as to leave the pile lying in the same direction. Carpet Spotting: While vacuuming all spots and stains shall be removed. The Contractor shall guarantee that spot cleaning the carpet will not discolor or damage the carpet and shall be responsible for connecting such damage should it occur. •3.1.3 Vinyl, Tile and Terrazzo Floors Vinyl floors shall be swept and mopped daily. All waiting areas, group rooms, and kitchen/break rooms shall be spray buffed once weekly. Floors shall be mopped with a neutral cleaner and polished with a floor- polishing machine once a week to maintain a consistent high luster. Lab floors shall be mopped once per week, no polish or wax. •3.2 High Cleaning : The Contractor shall provide experienced personnel to perform the following tasks at the intervals specified: Venetian blinds shall be hand wiped using a damp cloth every six (6) months. All hallway carpet shall be shampooed once every six months, office carpet each May. The Contractor shall use its own personnel or a sub-contractor experienced in the cleaning of carpet to perform this work. The Contractor shall guarantee that the shampooing of carpet will not discolor or damage the carpet and shall be responsible for correcting such damage should it occur. All carpet shampooing, other than removing major spills or stains, will be performed after 5:00 p.m. The Contractor shall strip all tile floors of old finish, dirt and foreign materials and shall apply four (4) goats of floor finish. The finish shall be applied evenly and sufficiently to withstand normal day-to-day traffic. The Contractor shall perform this task once every six months (April, September, and December) after 5:00 p.m. All interior windows shall be cleaned with glass cleaner and wiped dry once every six months. The windows shall be streak free after cleaning.
