- This is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Command, Joint Munitions and Lethality Contracting Center, AMSCC-JML-MA, Bldg. 10, Picatinny Arsenal, NJ intends to solicit, negotiate and award a Firm Fixed Price, Sole Source contract with Sechan Electronics for the purchase of (12) Hard Drive Assemblies for use with navigation on the M109A6 155mm self-propelled Paladin Howitzer at Attn: Paul Bennett, AMSRD-AAR-WSF-I, Bldg 31, Picatinny Arsenal, NJ 07806-5000. The solicitation number is W15QKN-09-T-0642 and is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-11. The applicable North American Industry Classification System (NAICS) code is 334112. There will be one separate Contract Line Item Number (CLIN) of: (12) Hard Drive Assemblies (Part No. 12096350) to be delivered NLT 60 days after contract award, to cover the costs of the entire requirement. STATEMENT OF WORK 1.0 BACKGROUND The 12096350, FBCB2 Hard Drive Assembly is a custom unit designed as anintegral component of the tactical Paladin Digital Computer Unit (PDCU), which is the primary computer in the M109A6 155mm self-propelled Paladin Howitzer. The design of the PDCU and this sub-assembly is proprietary to Sechan Electronics. The provision at FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) applies: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be made to the offeror whose offer is the lowest price, technically acceptable. NOTE TO OFFERORS: Sufficient documentation shall be submitted with the offer so as to ascertain technical acceptability. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors are required to include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications Commercial Items, with their offer.
