- Reference Number: FA7014-09-R-0011 Notice Type: Sources Sought Synopsis CAUTION : This sources sought shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. At this time there are no funds allocated or set aside for the future of this requirement. Any information provided to the Government is strictly voluntary and at no cost to the Government. The Air Force District of Washington (AFDW) Contracting is seeking information concerning the availability of capable contractors to provide non-personal services for the re-compete of the Aircraft Maintenance Support, Fuels, Supply, Munitions, and Transient Alert Services at Andrews AFB with a mobilization start period anticipated of 1 Oct 2010 through 31 March 2011. This sources sought is only an attempt to locate experienced businesses and collect pertinent information on those businesses that are experienced in aircraft maintenance, fuels, supply, munitions, and transient alert services. Any formal solicitation that may result from this synopsis will be announced separately. The Air Force is only interested at this point in identifying interested and capable contractors for these services. A draft Performance Work Statement (PWS) and additional questionnaire, specific to the PWS, are expected to be released on or about 5 January 08 for industry comment. Additionally, we are expecting to have an Industry day to discuss these requirements on or about 10 February which will either be held on Andrews AFB or at a local venue. Please note the release of the PWS and the date of the Industry Day are subject to change. The requirements outlined below are currently under contract and were awarded to one contractor, and the Government intends to again award to one contractor. A potential contract term or type has yet to be determined; however, the current contract term is 10 years and the current contract type is Firm-Fixed Price with Award Terms and cost-reimbursable FFP CLINs. The current contract is expected to expire on 31 March 2011. Instructions for Potential Offerors: 1. Please review the below overview of the requirements and respond if you are an interested party. 2. See attached Sources Sought Questionnaire and directions for submitting a Capabilities Package. Responses received from questionnaires and the capabilities packages are neessary to the refinement of this acquisition. 3. Both large and small businesses are encouraged to participate in this market research. Joint ventures or teaming arrangements are encouraged and are up to each industry partner. Multiple teaming arrangements are acceptable. Please express your intentions in the questionnaire and capabilities package. 4. The planned North American Industry Classification System (NAICS) code is 488190 (Other Support Activities for Air Transportation), with the applicable small business size standard of $6.5 million in annual gross receipts. 5. If, after reviewing these documents, you desire to participate in the market research, you should download the attached sources sought questionnaire and directions for the capabilities package and respond with all requested information outlined no later than 3:00 PM, Eastern Standard Time, on Thursday, 26 February 2009. 6. Overview of Requirements (Note: The description herein is a summary of the required services and is not intended to be all-inclusive): The purpose of this requirement is to continue to provide the 316th and 89th Air Wings (AW), located at Andrews AFB, MD, with fixed wing and rotary aircraft maintenance, fuel, munitions, supply and transient alert services in support of the safe and timely transportation of their customers which include the President of the United States, the Vice President, Cabinet officials, members of congress, senior civilian, military and foreign leaders. This is a 24 hours a day, 7 days a week, no fail mission. The 316th and 89th AWs, as well as their customers, count on these services to provide world-class, superior, airlift services. The contractor shall provide all personnel, services, and equipment necessary to perform aircraft maintenance, fuels, supply, and munitions services in support of two VC-25A, five C-20B, four C-32A, four C-37A, one 37B, two C-40B aircraft and 19 UH-1N helicopters. The contractor shall provide limited on equipment (specialist) and limited off equipment (back shop) aircraft maintenance support for the Presidential Airlift Group. Additionally, the contractor shall provide transient aircraft maintenance, servicing, and fueling for all US and foreign aircraft that are transient on Andrews AFB, MD. The contractor shall provide base supply services and fuels support for 89th and 316th AWs, all transient aircraft, 459th AW (eight KC-135Rs) aircraft, and various Naval Air Facility Washington aircraft. Services shall be performed in accordance with the objectives and responsibilities outlined in Public Law, Federal Aviation Administration (FAA) requirements, DoD and Air Force (AF) series directives as well as AFDW and Air Mobility Command (AMC) instructions, regulations, plans and applicable equipment and or general support technical orders data.
