Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This procurement is being issued on a restricted competition basis to Exide Technologies, Aurora, IL, and Enersys Energy Products, Warrensburg, MO in accordance with FAR 6.302-1, only limited sources capable of meeting the Government requirements. The Navy intends to procure Valve Regulated Lead Acid (VRLA) main storage submarine batteries and spare cells for three Los Angeles class submarines, three Ohio Class submarines and one Virginia class submarine. The batteries are manufactured in accordance with specifications for Valve Regulated Lead-Acid, Main Storage Submarine Battery Cells, Classification Type B and Type C. The estimated required delivery date for the 1st Los Angeles battery is 1/10/2010, for the first Ohio battery is 01/10/2010 and the Virginia battery is 10/01/2010. This will be a firm fixed-price contract. Shipment of the batteries is FOB origin. Inspection and acceptance shall be at origin by DCMA personnel. This procurement is not for a commercial item and FAR Part 12 procedures will not be utilized. The solicitation is expected to be issued on or about 2 January 2009, and is expected to close on or about 2 February 2009. All changes to the requirement that occur prior to the closing date will be posted to the Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. The Contractor must be registered in the Central Contractor Registration database, located at www.ccr.gov. The solicitation is expected to be posted on or about 2 January on the NSWC Crane website at http://www.crane.navy.mil/acquisition/synopcom.htm; no hard copies of the solicitation will be mailed.
