- General Statement of Agency Need Nomination Package Lincoln County Land Act of 2000 and Lincoln County Conservation, Recreation, Development Act of 2004 Round Two (2) Lincoln County Archaeological Initiative The Lincoln County Land Act of 2004 provides that 85% of proceeds from the auction of public land in Lincoln County be placed in a trust account administered by the Secretary of the Interior. One purpose of the trust account is to make funds available for inventory, evaluation, protection and management of unique archaeological resources in Lincoln County. The Bureau of Land Management (BLM) has established the Lincoln County Archaeological Initiative (LCAI) to allocate monies from the trust account for archaeological projects to carry out the purposes of the Land Act. Proponents under this initiative will submit their proposals as outlined below. I. ELIGIBILITY REQUIREMENTS: Each year the BLM establishes priorities for LCAI archaeological projects and solicits nominations from the public and government agencies that address these priorities. The nominated projects must be on federal administered land within Lincoln County, Nevada. Nominated projects that do not meet these criteria will be rejected. II. GENERAL REQUIREMENTS: 1.Nomination period duration is 30 days, beginning December 15, 2008 and ending January 15, 2009. 2.All nomination packages for Lincoln County Archaeological Initiatives are to be submitted to: Carol BassBureau of Land Management - Ely District Office HC 33, Box 33500Ely, NV 89301 3.Applicants are required to submit one (1) hard copy and one (1) electronic copy (preferably CDs). Text should be created in MS Word 97 or higher. Maps must be clear and detailed. All text and images should be integrated into a single document on the disk or CD. This will require scanning maps, photographs & other documents which were not originally created or obtained electronically. Photographs & maps should be scanned in.JPG format for insertion into the text document. The electronic version must match the hard copy version. A title, name and address of applicant, and which category your proposal is covering, must be at the top of your proposal. 4.Late submissions cannot be considered. 5.Incomplete nomination packages cannot be considered. However, time permitting, nominators will be notified if their nomination package is incomplete and allowed a brief period to provide missing information. 6.All nomination packages, including disks and CDs, become the property of the BLM Ely and will not be returned. 7.The Implementation Agreement was approved by the Executive Committee on June 7, 2006. The revised Implementation Agreement can be found at http://www.blm.gov/nv/st/en/fo/ely_field_office/blm_information/special_legislation.html III Project Categories At Risk Rock Art and Cave Sites in Lincoln County, Nevada:Document and evaluate rock art sites and caves which are attractive nuisance evidenced by visitation and/or disturbance. As more and more people spend time in Lincoln County, there is increased visitation to easily identifiable archaeological sites along travel routes, resulting in impacts to these sites. Examples of such areas are the rock art and cave sites near roads on the Desert and Pahranagat National Wildlife Refuges. The contractor is expected to document rock art sites and caves that are visible from travel routes and accessible to the passerby. The work will involve a review of the pertinent literature and known sites in the project area(s), followed by a field inventory. The contractor will evaluate each site for its archaeological potential and National Register eligibility, determine and describe past and present impacts to each site, and assess potential threats. An example of a threat assessment would be an analysis of distance to road or trail access in the vicinity of the site. The contractor will meet the Secretary of the Interior guidelines for qualified personnel and will maintain security of cultural resource information pertaining to the public lands as mutually agreed upon with the BLM. The contractor is responsible for obtaining all permits (from federal agencies) and permissions (for non-federal land, including private land) if the project is not located on land under the jurisdiction of the BLM. Damage Assessments of Sites in Lincoln County, Nevada:Document and evaluate the effects of vandalism, other human impacts and/or the impacts of natural processes, such as erosion, on one or more sites. In Lincoln County, some archaeological sites have been repeated targets of vandalism, have suffered from overuse of the area by visitors, or have been altered by natural processes, such as flash floods. The purpose of this project is to record the present condition of such a site(s), determine the impacts to the site(s), assess the archaeological potential and data loss, and conduct repair or restoration. The contractor is expected to have Federal Damage Assessment Training or can present evidence of completing successful damage assessments for a federal agency; to document and evaluate the effects of vandalism, other human impacts and natural processes on one or more sites. The contractor will develop and implement restoration, stabilization, and mitigation strategies to repair damage and recover data from the archaeological site(s) impacted by activities or actions. Examples of such sites on BLM land are the Delamar Township, the Sand Dune site, and the Evergreen site. An example of such a site on the Desert and Pahranagat National Wildlife Refuges is data recovery at looted sites recorded by the Operation Indian Rocks case, particularly the Artifact Mine site. The contractor will meet the Secretary of the Interior guidelines for qualified personnel and will maintain security of cultural resource information pertaining to the public lands as mutually agreed upon with the BLM. The contractor is responsible for obtaining all permits (from federal agencies) and permissions (for non-federal land, including private land) if the project is not located on land under the jurisdiction of the BLM.
